WHEREAS, the House Ways and Means Committee of the''House
of Representatives of the United States of America voted on
January 20, 1954, to tax the interest on certain municipal bonds,
and that said proposal is scheduled to be reported to the House
of Representatives under special ruling permitting no amendment,
