WHEREAS it is necessary that said Board ot County Commissioners
be assured at the intention at said City in connection with thtt purchaDe

by it of said water in order that said Board of County Commissioners can
take the ndcesaary legal steps to purchase and install faoilitios neoessary

WHEREAS said Board of County Commissioners has bec;n aSBured 'by
its consulting engineers and fiscal adv-isors that it can produco and de-
liver said water to said Cit.y at a cost to the City not to ex:cel!d seven
and one-half cents (7M) per thousand gallons, and
\'nlEREAS said Board of County CommissionersJ under its present
commitments to outstanding holders of revenue certificates, is required to
ha"e a contract \lith each ,nunicip!lity by it thereafter to be served in
which said municipality agrees to use the County wa.ter supply as a sole
source of C\upply and to. pay rates and charges for 'I'lo.ter thus to be
purchasod ana suppli~:! in an &II1ount sufficient to pay operating expenses
o~ the syst.em in proportion to the amount o~ water thus to be supplied
and also sufficient to pay the annual principal and interest requ1l'emento
~or such additional certirica.t~s as may be required to be issued by t.he
County in order to eotnblish facilities to serve said municipalities, plus
a margin of 10%J and
\niEREA.S it is further required that said contract between such
municipalitios and the County be approved by a majority vote of the quall-
fied electors of such municipality at an election oalled and held for

cutton of said contract, and to pay for said water furnished and purchased,
rates and charges in an amount suf1'icient to pay operating expenses of the
Bystem in proportion to the nmount of water thus to be oupplied,
and alao
sufficient to pay the annual principal and interest requirements for such
adili.tional certificates plus a margin of ten per cent
(10%); provided, how-
ever, the words Iloperating expenses of the sY3tem" mean that the City will
be obUgatcd to pa.y only ita proportionate share of the expenses to operate
the aystem. from the source of supply down to but not past the point were
the new water line will connect. with the present Pinellas County water
systemJ and that aaid words do not obligate the City to pay W'ly portion ot
the coat of distribution of 'Wlltor through the present Pinallas County water
system, and
Further providedJ tho,t the verbage of this paragraph or of this
Resolution obligate the City to pay only its proportionate share of the
prinCipal and interest of the additional certificates.
Further, provided, that the City shall not be obligated to pay any
portion of the principal or intorest 01' the presently existing revenue
certificates or other indebtedness of the Pinellas CoWlty \-later System.
