WHEREAS the Board of County Commissioners County, of Pinellas Florida, insure its ability to sell taken the necessary steps has to and deliver to tho City of Clearwater, Florida, an adequate supply of wholesome water for all the normal uses said City and inhabitants, of its and WHEREAS i~ is necessary that said Board of County Commissioners be assure~ o~ the intention of said City in connection with the purchase by it ot: said water in order the.t said Board of County Commissioners can take the necessary legal and install facilities steps to purchase nocessary in connection therewith, and WlIEREAS said Board of County Gommission9rs has been assured by its engineers and fiscal advisors that it can produce cOllRultins und d~11ver said water to said City at ( 7 Z-s!> and a cost to the City not to exceed seven and one-half cents per thousand gallons, WHEREAS said Board of County ConDlllssioners, under its present conunltlr.ents to outstanding holders of revenue certificates, is required to have a contract with each municipality by it thereafter to be served in which said municipality agrees the County water supply as for water thus ~o be to use a Bole source of supply and to pay rates and charges purchased and supplied in an amount sui'l'icient to pay oporating ex- peuses 0:C the the amount of water thus to be system in proportion to supplied and also sufficient to pay the annual principal and interest requirements for ouch additional certificates as may be required to be issued by the County in order to establish facilities to serve said municipalities, plus a margin of 10%, and WP~REA5 it is further required tha~ said contract between such municipalities and the County be approved by a majority vote of the qualified electors of such municipality at an eleotion called and held , . :Cor that purpose, and . That it is to the advantage and best interests of the City of Clearwater, Florida, and its inllabitants and it 1s the inten- tion of the City Commission of the City of Clearwater, Florida, that said City enter into a cont~act with the Board of County Commissioners of Pinellas County, Florida, for the purchase by said City from said County of a daily average in anyone year afte~ the execution of said contract of not less than 5,000,000 gallons of water. 2. That said City agrees to use the County water supply as its 8010 source of supply during a pe~lod of thirty (30) years after tLe execution of said cont~act and agrees to pay for said water fur- nished and purchased, rates and charges in nn amount sufficient to pay the City's proportionate share, computed on the amount of 'water furnished and supplied to said City, of the operating expenses of additional facilities necessary to furnish said water to municipalities, and the same proportion of the annual principal and interest require- ments for such additional revenue certificates as may be issued by said County for the purpose of establishing said additional facilities, plus a margin of lO% of said rates and charges; provided, however, that said margin shall not exceed 10% of said rates and charges, and said 10% margin annually shall either be invested in the additional facilities furnishing water to the City of Olearwater, Florida, or shall be refvnded to the City ot Olearwater, Florida. 3.
