This Ordinance is adopted pursuant to Chapter 9710, Laws of Florida, Acts of 1923, and acts amendatory thereof or supplemental thereto, as amended by Ordinance No. 1649 of the City of Clearwater; Chapter 166, Part II, Florida Statutes; Sections 100.201, et seq. , Florida Statutes; and other applicable provisions of law. Section 2. Authorization of Bonds. Subject and pursuant to the provisions hereof, General Obligation Bonds of the City of Clearwater, Florida, (herein called 'City"), are authorized to be issued in the aggregate principal amount of not exceeding Fifteen Million Dollars ($15, 000, 000. 00) to finance the cost of the purposes described in paragraphs number (1) through (4) inclusive in Section 3 hereof. The moneys received and the interest earned from the issuance of such General Obligation Bonds will be used for such purposes. Such General Obligation Bonds shall be secured by the full faith and credit andthe taxing power of the City. (3) $4, 450, 000 for construction of libraries and parking facilities, furnishings and equipment therefor; not exceeding $3, 050, 000 of which shall be used for a main library at the site of the present main library; and not exceeding $1, 400, 000 of which shall be used for a branch library at the site of City-owned property at Starcrest Avenue and Cleveland Street. (4) $7, 400, 000 for construction and acquisition of a culture civic center comprised of a flat floor auditorium and a raked floor auditorium, and land, parking facilities, furnishings and equipment therefor, not exceeding $2, 100, 000 of which shall be used for the coat of acquisition of land at the site known as the Annex Site, generally bounded on the East by Missouri Avenue, on the West I I by Washington Avenue, on the North by Cleveland Street and on the South by Brownell Street, containing approximately 17. 5 acres, MOL. The places of voting and the inspectors and clerks for the bond election shall be designated as provided by the Code of Ordinances, City of Clearwater, and by applicable State Law. Proposition No. 4 Shall the City of Clearwater, Florida issue not exceeding $7,400, 000 principal amount of General Obligation Bonds of the City bearing interest at not exceeding the maximum legal rate of interest at the time of the sale of the bonds, maturing not later than twenty-five (25) years from the date of issuance thereof, secured by the full faith and credit andthe taxing powers of the City, for the purpose of financing the construction and acquisition of a Cultur Civic Center comprised of a flat floor auditorium and a raked floor auditorium, and land, parking facilities, furnishings and equipment therefor as more specifically described and provided in Ordinance No. 16$4 of the City. The ballots and voting machines shall be so arranged that the voter may vote "FOR BONDS" or "AGAINST BONDS" with respect to each proposition. Section 5. Absentee Voting. Paper ballots shall be used at such election for absentee voting. Section 7. Election Procedure. The bond election shall be held and conducted in the manner prescribed by law for holding general elections, except as herein provided. The Inspectors and Clerks at each polling place shall canvass the vote and make due returns of same without delay to the City Clerk. Such returns shall show the number of qualified electors who voted at such bond election on each proposition and the number of votes cast respectively for and against approval of each proposition. The returns of the Inspectors and Clerks shall, within twenty-four (24) hours after the close of the polls, be canvassed by the City Commission of the City, which shall declare and certify the results of such bond election. Section 8. Election Results. If a majority of the votes cast at such election in respect to any proposition or group of such General Obligation Bonds shall be "For Bonds", such proposition or group of bonds shall be approved; and then the particular bonds, the issuance of which shall be thereby approved, shall be issued as hereafter provided by the City. Section 11, Repealing Clause. All ordinances in conflict or = inconsistent herewith hereby are repealed, insofar as there is conflict or inconsistency. Section 12. Effective Date. This ordinance shall take effect immediately upon its passage. Section 13. Notice. Notice of the proposed enactment of this ordinance has been properly advertised in a newspaper of general-circulation in accordance with Chapter 166. 041, Florida Statutes.
