PROPER NOTICE OF PROPOSED ENACTMENT; AND PROVIDING
s :k FOR EFFECTIVE DATE OF THIS ORDINANCE. N, WHEREAS, the budget for the fiscal year beginning October 1, 1976 and
ends ng September 30, 1977 for operation purposes, including debt service, was
adopted in accordance with the Charter of the City of Clearwater, Florida and
Chapter 166, Florida statutes, the Municipal Home Rule Powers Act, by
Ordinance No. 1626 and amended by Ordinance No. 1677; and
WHEREAS, In accordance with Section 121 (b) (1) of the State and Local
Fiscal Assistance Act of 1972 amended, an administrative public hearing was
held an June 3, 1977 to receive citizen input regarding use of Federal General
Revenue Sharing Entitlement Period 8; and
WHEREAS, in accordance with Section 121 (b) (2) of the State and Local
Fiscal Assistance Act of 1972 amended, a summary of General Fund expendi-
tures indicating proposed Federal General Revenue Sharing use was published
" in a newspaper of general circulation, a summary of which is attached hereto
and marked Exhibit A; and
WHEREAS, as a result of the mid-year budget review, sufficient addi-
tional revenues were projected together with the over-all increase of $351, 230
in Federal General Revenue Sharing to allow a transfer of $393, 000 from surplus
carried forward to the Capital Improvement Budget for projects approved but
delayed pending the passage of the State and Local Fiscal Assistance Act of
1972 amended;

Section 1. That the City Managers Annual Report and Budget for
fiscal year beginning October 1, 1976 and ending September 30, 1977 be
amended to reflect a revenue increase of $351, 230 in Federal General Revenue
Sharing and appropriate same for Police and Fire salaries; and a decrease of
$393, 000 in General Fund revenues from surplus carried forward.
Section 2. Should any section, paragraph, sentence, phrase, clause
or other part or provision of this ordina nce be declared by any Court to be
Invalid, the same shall not affect the validity of the ordinance as a whole, or
any part thereof other than the part declared to be invalid.
Section 3. All ordinances or parts of ordinances in conflict herewith
or inconsistent with the provisions of this ordinance are hereby repealed to the
extent of their conflict.
Section 4. Notice of the proposed enactment of this ordinance has been
properly advertised in a newspaper of general circulation in accordance with
Chapter 166.041, Florida Statutes.
Section 5. This ordinance shall become effective immediately upon its
