1584i.'. k ''??.?`f?.-f??'ai?R??1?3,d:•'p1^Ya?.?•?S ?b`'??f's? -?-t aygg ?y L , y p ii •4 y ? h-„• .. )) r a.V ?• y'in', r ORDINANCE NO. 1584 AN ORDINANCE OF THE CITY OF CLEARWATER, FLORIDA, ADOPTING A BUDGET AND FIXING THE RATE OF TAXATION FOR THE FISCAL YEAR BEGINNING OCTOBER 1, 1975, AND ENDING SEPTEMBER 30, 1976, FOR OPERATION PURPOSES INCLUDING PENSIONS AND DEBT SERVICE; GIVING NOTICE OF PUBLIC HEARING THEREON; AUTHORIZING THE CITY MANAGER TO ISSUE SUCH INSTRUCTIONS THAT ARE NECESSARY TO ACHIEVE AND ACCOMPLISH THE SERVICE PROGRAMS SO AUTHORIZED; AUTHORIZING THE CITY MANAGER TO TRANSFER' MONEYS AND PROGRAMS AMONG THE DEPARTMENTS AND ACTIVITIES WITHIN ANY FUND AS PROVIDED BY THE CITY CHARTER.; PROVIDING FOR THE SEPARABILITY OF THE PROVISIONS HEREOF; PROVIDING FOR THE REPEAL OF ALL ORDI- NANCES OR PARTS OF ORDINANCES IN CONFLICT HERE- WITH; PROVIDING FOR PROPER NOTICE OF PROPOSED ENACTMENT; AND PROVIDING FOR THE EFFECTIVE DATE OF THIS ORDINANCE. WHEREAS, the City Manager of the City of Clearwater, Florida, has submitted an estimate of the amount of money necessary to carry on the City Government for the fiscal year beginning October 1, 1975, and ending ' September 30, 1976; and WHEREAS, the estimated income to be received by the City during said period from ad valorem taxes and other sources has been submitted to the City Commission; and WHEREAS, the City Commission has, in meeting duly assembled, examined carefully, considered and approved same; and WHEREAS, in accordance with the City Charter, the City Commission shall meet in the City Hall at 7:30 P. M. on August Z0, 1975, for the purpose of holding a public hearing upon said proposed budget and tax levy; NOW, THEREFORE, BE IT ORDAINED BY THE CITY COMMISSION OF THE CITY OF CLEARWATER, FLORIDA: Section 1, That the City Manager's Annual Report and Budget for the fiscal year beginning October 1, 1975, and ending September 30, 1976, a copy of which is on file with the City Clerk and is by reference made a part hereof, a summary of which is attached hereto and marked Exhibit A, is hereby adopted as the Budget for the City of Clearwater. ?1- `. .,JOrd. #1584: °•?fr t.aCr. That it is hereby determined that a tax of 5.456 mills against the- real and personal property within the City, not exempt from taxation by law, Y t Y! ,1 L i• ! q Is necessary to raise said sums appropriated for operation purposes, including pensions and debt service, and said rata of millage is hereby assessed against said property for said purposes. 1 Section 3. That the City Commission shall meet in the City Hall of the City of Clearwater at 7:30 P. M. on August 20, 1975, for the purpose of holding '. am- . ! Section 4. That the City Manager is authorized and directed to issue such instructions and directives that are necessary to achieve and accomplish the service programs authorized by the adoption of this budget. Section 5. That the City Manager is authorized as he deems appropriate to transfer moneys and programs among the departments and activities within any fund, as provided for in the City Charter. Section 6. Should any section, paragraph, sentence, phrase, clause or other part or provision of this ordinance be declared by any court to be invalid, the same shall not affect the validity of the ordinance as a whole, or _ . _ . 3 _ _ any part thereof, other than the part declared to be invalid.` Section 7. All ordinances or parts of ordinances in conflict herewith • , , or inconsistent with the provisions of this ordinance are hereby repealed to the extent of their conflict. Section 8.
