4. No land in the flood hazard.areas may be devel'aped
unless the now construction or substantial improvement
(a) is located landward of the reach of the mean high tide,
(b) is elevated on adequately anchored piles or columns
to a lowest floor level of the established 100 year flood
level and securely anchored to such piles or columns and
(c) the space below the lowest floor level will be free of
obstructions and may be enclosed if a design is utilized
so that the material would be sacrificed during hurricane
tide without endangering the main structure.
Section 2. All ordinances or parts of ordinances in conflict herewith
are to the extent of such conflict hereby repealed.
Section 3. Any person, organization, society, association or corporation,
or any agent or representative thereof, who shall violate the provisions of this
ordinance shall be subject upon conviction in the Municipal Court, to a fine
not exceeding the sum of Five Hundred Dollars ($500. 00), or imprisonment in
the City Jail for not exceeding sixty (60) days, or by both such fine and imprison.

Section 4. Should any part or provision of this ordinance be declared by
a court of competent jurisdiction to be invalid, the same shall not affect the
validity of the ordinance as a whole, or any part thereof other than the part
