WHEREAS, it has become necessary for the City Commission of the
City of Clearwater, Florida, to recognize certain low elevation areas of
the City as flood hazard areas; and
WHEREAS, such recognition has been requested by the Federal Insurance
Administration in order for the City residents to receive flood insurance
coverage;
NOW, THEREFORE, BE IT ORDAINED BY THE CITY
COMMISSION OF THE CITY OF CLEARWATER, FLORIDA.
Section 1. Section 7-•9 of Article I, In General, of Chapter 7, Buildings,

of the Code of Ordinances of the City of Clearwater, Florida, 1962, is hereby `?• `,
repealed, and there is enacted new Sections 7-9 and 7-10 of said Chapter 7,
to read as follows:
Section 7-9. No building shall be erected in areas designated
as flood hazard areas by the U. S. Army Corps of Engineers
unless constructed in such a manner that would meet the following
criteria established by the Federal Insurance Administration:

1. New construction or substantial improvements of '

(including basement) elevated to the base flood level
of the 100 year flood as designated by the Federal
Insurance Administration. ;
2. New construction or substantial improvements to
non-residential structures shall have the"lowest floor `?.

facilities to be flood-proofed up to the level of the 100

3. Existing uses located on land in the flood hazard areas
