AN ORDINANCE ORDERING AND PROVIDING FOR THE
HOLDING OF A BOND ELECTION OF THE FREEHOLDER
ELECTORS AND A BOND ELECTION OF THE QUALIFIED
ELECTORS IN THE CITY OF CLEARWATER, IN THE
COUNTY OF PINELLAS, FLORIDA, ON THE QUESTION
OF THE ISSUANCE OF $7, 300, 000 GENERAL OBLIGATION
BONDS OF SAID CITY FOR VARIOUS PURPOSES
BE IT ORDAINED BY THE CITY COMMISSION OF THE CITY OF CLEARWATER,
IN PINELLAS COUNTY, FLORIDA:
Section 1, A bond election of the qualified electors who are free-
holders residing in the City of Clearwater, in the County of Pinellas, Florida,
who are owners of freeholds therein not wholly exempt from taxation, is
hereby called to be held on the 28th day of July, 1970, at the time and places
hereinafter set forth, to determine whether or not the issuance of general
obligation bonds aggregating $7, 300, 000 shall be approved by such qualified
electors who are owners of freeholds in said City not wholly exempt from
taxation to finance the cost of the following purposes:
(1) $2, 080, 000 bonds for the purpose of the construction, acquisition
and improvement of parks and recreational facilities including land acquisition
and development for such facilities, and landscaping and planting of trees
in parks, recreational areas, parkways and other public places, and other
purposes appurtenant or incidental thereto;
(2) $3, 100, 000 bonds for the purpose of the construction, acquisition
and improvement of roads and streets, including sidewalks, storm drains,
paving and repaving and resurfacing, acquisition of lands or rights of way
therefor, and other purposes appurtenant or incidental thereto;
(3) $150, 000 bonds for the purpose of the acquisition of land and
improvement thereof for use as a sanitary land fill for trash and solid
waste disposal, and purposes appurtenant or incidental thereto; and

Section 2. A separate bond election of the qualified electors residing
in the City of Clearwater is hereby called to be held on the 28th day of July,
1970, at the time and places hereinafter set forth, to determine whether or
not, the issuance of general obligation bonds aggregating $7, 300, 000 shall be
approved by such qualified electors to finance the cost of the purposes designated
as (1) to (4) inclusive, in Section 1 hereof,
Section 3. The bond elections provided for in Section 1 and this
Section 2 shall be held at the same time and places but shall be held and
conducted as separate bond elections. Only qualified freeholder electors shall
be permitted to vote in the bond election provided for in Section 1 hereof, and ?' - N''?`'?,•??` -I
only qualified electors who are not freeholder electors shall be permitted to
vote in the bond election provided for in Section 2 hereof. The polls will be open at the voting places for both said bond elections

'III Section 4. That the places of voting for both of said bond elections
` shall hereafter be designated by the City Commission and the Inspectors and
Clerks for the,polling places for both of said bond elections shall be appointed

by the City Commission arcsPt that if the Commission shall fait to appoint
the same at least seven (7) days before the date of the election, the Mayor-
Commissioner of the City of Clearwater shall appoint them. Where possible,
Inspectors and Clerks shall be residents of the precinct in which they are
serving. The same inspectors and clerks shall serve in a dual capacity as
inspectors and clerks in both of said bond elections.
Section S. Voting machines shall be used at both said bond elections
and the form of ballot to be used in both said bond elections shall be in
substantially the following form:

Bonds for the purpose of financing the cost of the construction,
acquisition and improvement of MUNICIPAL BUILDINGS, INCLUDING
LIBRARIES, FIRE STATIONS, POLICE BUILDING AND COURTROOM
AND MASTER TRAFFIC CONTROL SYSTEM AND MOTORPOOL- '
GARAGE COMPLEX for City vehicles, including equipment, furnishings,
furniture, machinery and fixtures therefor, together with any other
purposes appurtenant or incidental thereto, as more specifically
described and provided in the Ordinance of the City Commission of
said City adopted on the 22nd day of June, 1970; said $1, 970, 000 in
General Obligation Bonds being the principal amount and bearing

Section 6, Paper ballots shall be used at said election for absentee
voting. The form of ballot to be used in said election for absentee voters
shall be in substantially the form provided in Section 5 above, except
that Instructions to Voters shall be as follows:
Instructions to Voters: If you are in favor of the issuance of
said Bonds, place an "xLr in the space
to the left of the words "FOR APPROVAL
OF BONDS".
If you are not in favor of the issuance of
said bonds, place an 11x11 in the space
to the left of the words "AGAINST
APPROVAL OF BONDS".
Section 7. The City Clerk is hereby authorized and directed to have
printed on plain white paper a sufficient number of the aforesaid ballots and
to deliver them to the appropriate officials for absentee voters and shall
also have printed sample ballots and shall deliver them to the Inspectors and
Clerks on or before the date and time for the opening of the polls for such
bond election for said voting places at which voting machines are to be used,
and is further authorized and directed to make appropriate arrangements with

the proper officials of Pinellas County for the use of such voting machines
at the polling places specified in Section 4 hereof and to have printed on plain
white paper and delivered in accordance with law the official ballots for use
in such voting machines.
Section 8. That the issuance of said bonds or any of them shall be
approved by the freeholders if•a majority of the votes cast in said freeholders
bond election shall be in favor of the issuance of said bonds, or any of them.
Section 9. For the purpose of determining the result of the bond
election of the qualified electors, the votes cast in the freeholders bond election
shall be added to the votes cast in the separate bond election of qualified
electors, and said bonds, or any of them, shall be approved by the qualified
electors if a majority of the total votes cast in said freeholders bond election
and said separate qualified elector bond election shall be in favor of the
issuance of said bonds, or any of them.
Section 10. None of these bonds shall be issued in any event unless
the issuance thereof is approved at said bond elections by a majority of
the votes cast in said bond election of the freeholders electors and a majority
of the total votes cast in both said freeholders bond election and said qualified
electors bond election, or as may be authorized by a court of competent
jurisdiction.
Section 11. That this ordinance shall be published in full as a part of
the notice of said bond election, together with an appropriate caption in such
form as the City Clerk shall determine, in the Clearwater Sun, a newspaper
published and of general circulation in the City of Clearwater. Florida, once
each week for four consecutive weeks, the first publication to be not less
than thirty (30) days prior to the date of said bond election.
