BE IT ORDAINED BY THE CITY COMMISSION OF THE CITY OF
CLEARWATER, FLORIDA:
Section 1. Ordinance No. 1253, passed by the Qity Commission of
the City; of Clearwater, Florida, on March 2, 1970, is hereby repealed in
its entirety.
Section Z. The City of Clearwater, acting by and through its City
Commission, by the authority and under the provisions of Chapter 180,
Florida Statutes, hereby intends to construct sanitary sewer collection
lines and services, sewer maims, pumping stations, force mains, sewer
appurtenances, sewage treatment plants, and water distribution facilities
and natural gas distribution, facilities to serve developed properties adjacent
to but outside of the corporate limits of the City of Clearwater, for the purpose
of collecting and treating sewage being disposed of by residents of the areas
to be served, and to provide the areas with a modern sewage collection and
disposal system which will eliminate the unsatisfactory use of septic tanks
and other private facilities now used for sewage disposal in the described
areas and to provide for water distribution facilities and natural gas
distribution facilities to serve residents of said areas, all of which are
within five (5) miles of existing City limits and none of which is included

within the limits of any incorporated municipality:
See Exhibit "All attached hereto and made a part hereof
for the descriptions of the areas to be served.
Section 3. That ouch sanitary sewer service and water distribution
service described herein will be financed by the issuance of revenue
certificates in the amount of $3, 200, 000. 00 with such certificates to be
supported by and repaid solely from revenues derived from users of the
utilities so constructed, and to be pari passe with and a part of existing

revenue certificate financing authorized by Ordinance No. 684 and supplemental
ordinances thereto of the City, including Ordinance No. 1222, if possible,
or as a separate revenue certificate project; in neither event shall such
financing be a general obligation of the City nor pledge the full faith and
credit thereof. That such natural gas distribution facilities described herein
shall be financed by the issuance of certain revenue certificates to be
supported by and repaid solely from revenues derived from users of the
utility so constructed and in no event shall such financing be a general
obligation of the City nor pledge the full faith and credit thereof. That the
cost of the proposed projects and facilities hereinabove described in the
areas so described will be in the total estimated amount of $6, 000, 000,
including engineering costs, legal and administrative costs and all costs
of financing, which amount can be funded by the City of Clearwater from
revenue certificates, and the reserves created from operating revenue.
Section 4. Pursuant to Section 180. 03, Florida Statutes, there is
hereby established the date of April 13, 1970, as the date on which a public
hearing will be held at 1:30 o'clock P. M. at the City Hall, Clearwater,
Florida; for the purpose of hearing any objections to the provisions of this
Ordinance. All such objections shall be in writing and filed with the City
Manager prior to such public hearing.
