The City of Clearwater, acting by and through its City Commission, by the authority and under the provisions of Chapter 180, 4 iu4 : x Florida Statutes, hereby intends to construct sanitary sewer collection ? lines and services, sewer maim, pumping stations, force mains, sewer appurtenances, sewage treatment plants, water distribution facilities and natural gas lines to serve developed properties adjacent to but outside of the corporate limits of the City of Clearwater, for the purpose of collecting and treating sewage being disposed of by residents of the area to be served, and to provide the area with a modern sewage collection and disposal system which will eliminate the unsatisfactory use of septic tanks and other private facilities now used for sewage disposal in the following areas, all of which are within five (5) miles of existing City limits and none of which is within J the limits of any incorporated municipality: See Exhibit "Al' attached hereto and made a part hereof. Section Z. That such sanitary sewer service and water service I , f described herein will be financed by the issuance of revenue certificates in . That the cost of the proposed projects and facilities hereinabove described in the area so described will be in the total estimated amount of $6, 000, 000, including engineering costs, legal and administrative costs and all costs of financing, which amount can be funded by the City of Clearwater from revenue certificates, and the reserves created from operating revenue. Section 3. Pursuant to Section 180. 03, Florida Statutes, there is hereby established the date of April 13. , 1970, as the date on which a public hearing will be held at 1:30 o'clock P. M. at the City Hall, Clearwater, Florida, for the purpose of hearing any objections to the provisions of this Ordinance. The City Clerk is hereby directed to publish this Ordinance in the Clearwater Sun, a newspaper published in the City of Clearwater, in accordance with law. The City Clerk is also directed to record this Ordinance among the public records of Pinellas County, Florida. Section 5. The need for such sewage facilities is hereby found to be a necessity to the health, welfare and safety of the persons affected; thereby and therefore, this Ordinance is declared to be an emergency Ordinance for the health, welfare and safety of the area affected and its inhabitants and shall become effective immediately upon passage.
