BOARD--CREATED, COMPOSITION, QUALIFICATIONS,
AND SECTION 12-3, LIBRARY BOARD--APPOINTMENT,
TERMS OF OFFICE, OF CHAPTER 12, PERTAINING TO
LIBRARY, OF THE CODE OF ORDINANCES, CITY OF
CLEARWATER, FLORIDA, 1962, TO ENLARGE SAID
LIBRARY BOARD TO CONSIST OF NINE MEMBERS
AND TO PROVIDE FOR THE APPOINTMENT AND TERMS
OF OFFICE FOR SUCH BOARD MEMBERS; REPEALING
ALL ORDINANCES OR PARTS OF ORDINANCES IN CON-
FLICT HEREWITH; PROVIDING FOR THE SEPARABILITY
OF THE PROVISIONS HEREOF AND PROVIDING FOR AN
EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COMMISSION OF THE CITY OF
CLEARWATER, FLORIDA:
Section 1. Section 12-2, Library Board--Created, composition,
qualifications, etc, of Chapter 12, Library, of Code of Ordinances, City
of Clearwater, Florida, 1962, is hereby amended to read as follows:
Sec. 12-2. Library Board--Created, composition,
qualifications, etc.
A library board is created and established. The library
board shall consist of nine {9} members, at least seven
(7) of whom shall be permanent residents of the City and
all of whom shall serve without compensation.
Section Z. Section 12-3, Library Board Appointment, terms of
office, of Chapter 12, Library, of Code of Ordinances, City of Clearwater,
Florida, 1962, is hereby amended to read as follows:
See. 12-3. Library Board--Appointment, terms of office
The members of the library board shall be appointed by the
City Commission to serve for a period of three (3) years,
the terms of no more than three (3) members thereof to
expire in any one year, except that under the initial enlarge-
ment of the board, said terms of office shall be of appropriate
length to comply with the foregoing requirement. At the
expiration of the term of office of any one of the members of
the board, as herein provided, the City Commission shall re-
appoint the member or shall appoint a successor who shall
serve from January of that year for a full term of three (3)
years.
Section 3. All ordinances or parts of ordinances in conflict herewith
to the extent of such conflict are hereby repealed.

by a court of competent jurisdiction to be invalid, the same shall not affect
the validity of the ordinance as a whole, or any part thereof other than the
part declared to be invalid
