ORDINANCE NO. 984
AN ORDINANCE AMENDING ARTICLE VII OF CHAPTER
' 13, PERTAINING TO PEDDLERS, SOLICITORS AND CAN-
VASSERS, OF THE CODE OF ORDINANCES, CITY OF
CLE,,:RWATER, FLORIDA, 1962, BY AMENDING SECTION
13-126 PERMIT REQUIRED TO INCLUDE ADDITIONAL AREAS
AND-PLACES WHERE SOLICITORIS PERMITS ARE RE-
QUIRED; BY ADDING A NEW SECTION 13-134 PROHIBITING
THE ISSUANCE OF SOLICITOR'S PERMITS FOR CERTAIN
DESCRIBED PURPOSES AND REVOKING ALL OUTSTANDING
PERMITS IN EXISTENCE FOR SAID PURPOSES; PROVIDING
FOR THE REPEAL OF ALL. ORDINANCES OR PARTS OF
ORDINANCES IN CONFLICT HEREWITH; PROVIDING FOR.
THE SEPARABILITY OF THE PROVISIONS HEREOF; PRO-
VIDING PENALTIES FOR THE VIOLATION OF THE TERMS
OF THIS ORDINANCE AND PROVIDING FOR THE EFFECTIVE
DATE OF THIS ORDINANCE.
BE IT ORDAINED BY THE CITY COMMISSION OF THE CITY OF CLEARWATER,
FLORIDA:
Section 1. That Section 13-126, Permit--Required, of Article
VII, Peddlers, Solicitors and Canvassers, of Chapter 13, Licenses and
Regulations, of the Code of Ordinances, City of Clearwater, Florida, 1962,
is amended to read as follows:
"Section 13-126. Permit--Required.
It shall be unlawful for any person not holding a solicitor's
permit in the city to go in, on or upon any public building,
street, sidewalk, beach, park or other public place within
the city, or any private residence, apartment or premises
in the city for the purpose of soliciting from the occupants
thereof, or to canvass for orders for goods, wares, mer-
chandise or services of any character or description, or for
the purpose of offering to give or to furnish or giving or
furnishing any goods, wares, merchandise or services to
any such occupants to induce or invite such orders, without
first having applied for and received from the chief of police
a solicitor's permit so to do. "
Section 2. That Article VII, Peddlers, Solicitors and Canvassers,
of Chapter 13, Licenses and Regulations, of the Code of Ordinances, City
of Clearwater, Florida, 1962, is amended by adding the following Section
13-134 to read as follows:
"Section 13- 134, Restriction on Issuance of Permits.
No solicitor's permit shall be issued by the chief of
police or any other official of the city for the purpose
of soliciting strangers or others in or upon any street,
sidewalk, park, beach,post office or other public
place within the city to purchase, sell, rent, lease or view
any property whatever, and all outstanding permits in
existence for said purposes are hereby revoked. "

Section 3. All ordinances or parts of ordinances in conflict herewith
arc to the extent of such conflict hereby repealed,
Section 4, Should any section, paragraph, sentence, phrase, clauau,
or other part or provision of this Ordinance be declared by any Court to be
invalid, the same shall not affect thu validity of this Ordinance or any part
thereof, other than the part declared to be invalid,
Section 5. Any person, firm or corporation or the agent, servant
or employee of such who shall violate any of the provisions of this Ordinance
shall, upon conviction thereof in the Municipal Court of the City of Clearwater,
Florida, be punished by a fine not exceeding Five Hundred Dollars ($500. 00)
or imprisonment for a term not exceeding sixty (60) days or by both such
fine and imprisonment at the discretion of the Municipal Judge. Each day
any violation of any provision of this Ordinance shall continue shall constitute

Section 6. This ordinance shall become effective immediately upon
