AN ORDINANCE AMENDING SECTION 12-8 OF THE CODE
OF THE CITY OF CLEARWATER, FLORIDA, 1962, RE-
LATING TO INCOME AND GIFTS TO THE LIBRARY OF THE
----- - CITY OF CLEARWATER, BY GIVING AUTHORITY TO THE
LIBRARY BOARD TO ADMINISTER CONTRIBUTIONS OR
BEQUESTS FROM INDIVIDUALS WITHOUT THE SUPER-
VISION OF THE CITY MANAGER AND CITY COMMISSION;
PROVIDING THAT THE LIBRARY''BOARD MUST SUBMIT
A QUARTERLY REPORT OF SUCH CONTRIBUTIONS OR
BEQUESTS, TOGETHER WITH DISBURSEMENTS; PRO-
VIDING THAT THE LIBRARY BOARD MAY USE THESE
FUNDS IN ITS DISCRETION BY A MAJORITY VOTE OF
THE MEMBERS, PROVIDED, HOWEVER, THEY SHALL
NOT BE USED FOR THE PAYMENT OF SALARIES OF ANY
REGULAR EMPLOYEE OF THE LIBRARY; PROVIDING
THAT THE LIBRARY BOARD SHALL HAVE AUTHORITY
TO ADMINISTER MEMORIAL FUNDS; PROVIDING THAT
THE AUTHORITY GRANTED IS SUPPLEMENTAL TO AND
IN NO WAY REPEALS ANY OTHER PORTIONS OF THE
CODE WITH REFERENCE TO THE LIBRARY; PROVIDING
THAT RULES OF PROCEDURE SHALL BE SET UP FOR
THE ADMINISTRATION THEREOF; AND PROVIDING FOR
THE EFFECTIVE DATE OF THIS ORDINANCE.
BE IT ORDAINED BY THE CITY COMMISSION OF THE CITY OF
CLEARWATER, FLORIDA:
Section 1. Section 12-8, Income and Gifts, of Chapter 12 of the
Code of the City of Clearwater, Florida, 1962, relating to the Library
of the City of Clearwater, Florida, is hereby amended by adding the
following paragraph:
"Provided, however, that instances where individuals
desire to make a contribution or bequest to the Library
Board and/or its successors, said contribution or bequest
may be administered by the said Library Board without
the supervision of the City Manager and City Commission.
This may be done by the authority of this amendment.
Provided further that the said Library Board shall submit
a quarterly report to the City Manager of the City of
Clearwater setting forth with particularity all income of
this nature received by the Library Board and the dis-
bursements made as a result of Library Board action.
The Library Board shall have the authority to use these
funds in its discretion by a majority vote of the members.
The funds shall be used for advancing the cause of the
Library, but shall not be used for the payment of salaries
or supplements thereto of any regular employee of the said
Library. The said Library Board shall have the authority
to administer memorial funds in the name of an individual
or individuals should it be requested by the donor or
donors. The authority granted herein is supplemental to
and in no way repeals any other portions of the Code of
the City of Clearwater, Florida, 196x, with reference to
the Library. The Board shall at its earliest opportunity
prepare a set of rules of procedure to be used in the ad-
ministration of the funds contemplated herein which said
rules shall be approved by the City Manager and any amend-
ments thereto from time to time shall also be approved by
