Each Police Officer monber of the Board of Trustees shall aorve for al period of two (2) years, unless he sooner leaves the employment of tho City of Clearwater as a Police Officer, whereupon the legislative body of the City of Clearwater Florida, upon a recommendation of a majority of thu regularly employed Poiice Officers thereof, shall choose his successes. The resident member shall serve for a period of two (2) years. The two (2) Police Officers and the resident member may suecood thomsulvoo in office and shall continue to serve until their succonuors are duly appointed and qualified. The Mayor-Cormissioner shall be the Chairman of the Board of Trustees. The Board Members shall cloct, any one (1) of its members as Secretary of the Board. SECTION 3. POWERS OF BOARD_ OF TRUST?ES4 The Board of Trustees may: a. Invest and reinvest the assets of the retirement fund in arinuit "F'''' y r4 . ; and life insurance contracts of life insurance companies in amounts sufficient to provide in whole or in part, the benefits to which "Al all of the participan{s in the Supplementary Police Officers' Retirement Fund shall be entitled under the provisions herein stated, and pay the initial and subsequent premiums thereon. 3 t'), b. Invest and reinvest the assets of the Supplementary Police Officers' Retirement Fund in: (1) Time or savings accounts of a National Bank, a State Bank insured by the Federal Deposit Insurance Corporation, or a Savings and Loan Association insured by the Federal ' Savings and Loan Insurance Corporation. 4+ (2) Obligations of the United States or in obligations guaran- teed as to principal and interest by the United States. {.1 (3) County Bonds containing a pledge of the full faith and credit of the county or district involved, provided that1 such bonds are approved by the State Board of Administra- tion as to legal and fiscal sufficiency; bonds of the y Florida Development Commission, or any other State Agency, which have been approved as to legal and fiscal sufficiency by the State Board of Administration. V 1 n F (1) The amount of monthly retirement income payable to a Police Officer who retires on or after his normal retirement date ehall be based on a formula that takes into account three a major factors: Y E , i P (a) Years of credited service from eligibility to normal retirement date. (b) Basic monthly salary. (c) The amount of money assumed to be available annually as determined by the Board of Trustees of the Plan. It will be necessary to evaluate the Plan at least once each-five years to-determine whether benefits should be revised upward, downward, or remain level. For the present, the formula evolved follows: .370 of monthly salary per year of past service (prior to September 17, 1959, the effective date of this pension plan) plus .6% of monthly salary per year of future service (from date of entry to normal retirement date,) (2) The monthly retirement income payable in the event of normal retirement will be payable on the first day of each month. The first payment will be made on the Police Officer's normal retirement date or on the first day of the month coincident with or next following his actual retirement, if later, and the last payment will be the payment due next following the Police Officer's death, except that, in the event the Police Officer dies after his retirement but before he has received retire- ment benefits for a period of ten (10) years, the same monthly benefit will be paid to the beneficiary (or beneficiaries) as designated by the Police Officer, for the balance of such ten (10) year period or if no beneficiary is designated by the Police Officer, to the surviving spouse, dependents, heirs at law, or estate of the Police Officer. Should a participant retire and not-live to collect the mini- mum guaranteed 120 monthly payments, his designated beneficiary, or beneficiaries, or his estate, upon the filing of a written election, will, be paid a lump sum amount equal to the actual value of the number of payments less than 120 that have not been paid as of the date of death of the participant. b,, EARLY RETIREMENT: A Police Officer may retire prior to attaining age 65 in accordance with the provisions of Chapter 185 of the Florida Statutes. Appropriate discount percentages are provided in the Master Insurance Contracts to reduce the amount of retire- ment income available at retirement ages younger than 65. c. DISABILITY RETIREMENT: Any Police Officer of the City of Clearwater, Florida, who is participating in the Supplementary-Police Officers' Retirement Fund of the City of Clearwater, Florida, and is eligible for benefits thereunder, may retire from the service of the City of Clearwater, Florida, under a disability retirement in accordance with the findings and determinations of the Board of Trustees of the Fund and the provisions of Chapter 185, Florida Statutes. d. RE-EMPLOYMENT BY THE CITY AS A POLICEMAN: If a Police Officer recovers from disability and re-enters the service of the City as a Policeman, his service will be deemed to have been continuous, but the period beginning with the first month for which he re- ceived a disability retirement income payment and ending with the date he re-entered the service of the City will not be considered as credited service.
