AN ORDINANCE PROVIDING FOR A SPECIAL ELECTION
ON SEPTEMBER 26, 1961, FOR THE PURPOSE OF DE-
TERMINING WHETHER OR NOT CHAPTER 61-2005
SPECIAL ACTS OF FLORIDA OF 1961, RELATING TO
COMPENSATION FOR THE MAYOR-COMMISSIONER AND
CITY COMMISSIONERS, SHALL BE RATIFIED; AND FOR

BE IT ORDAINED BY THE CITY COMMISSION OF THE CITY OF
CLEARWATER:
Section 1. That a special election shall be held in the manner
herein provided and according to appropriate laws and ordinances of the
City of Clearwater and State of Florida, on Tuesday, September Z6, 1961
for the purpose of determining whether or not Chapter 61-2005 Special
Acts of Florida of 1961, shall be ratified, said Act relating to compensation
for the Mayor-Commissioner and City Commissioners of the City of
Clearwater.
Section 2. That at said special election as aforesaid in Section 1,
there shall also be included the question of determining whether Chapter
61-2007 Special Acts of Florida of 1961 or Chapter 61-2013 Special Acts
of Florida of 1961, shall be ratified. Chapter 61-2007 pertains to the
authority of the City Commission, the establishment of City Zoning and
Planning Board and duties therefor and provides the City Commission
is authorized and empowered to adopt and follow the general laws of
Florida or portions thereof pertaining to municipal zoning; Chapter

Section 7. Absentee voting shall be allowed and where practicable
the provisions of Section 101. 61 - 101.70 inclusive, Florida Statutes 1959,
as amended, shall be followed in connection therewith.
Section B. Votes in such election shall be cast at polls as here-
after designated by the City Commission, with notice thereof being given
as hereinabove provided. The polls shall open at 7 o'clock A. M. Eastern
Standard Time and close at 7 o'clock P.U., Eastern Standard Time, on
the date of such election.
Section 9. Inspectors and Clerks of the election shall be appointed
by the City Commission except that if the Commission shall fail to appoint
same at least two (Z) days before the date of the election, the Mayor-
Commissioner of the City of Clearwater shall appoint them. Where
possible, Inspectors and Clerks shall be residents of the precinct in which
they are serving.
Section 10. Voting machines shall be used and the ballot shall '
contain the following questions and be in the following form:
"#1. Do you favor the ratification of Chapter
61-2005 Special Acts of Florida, 1961, wherein
the Mayor-Commissioner shall receive a salary
of $200 per month and each of the City Commissioners
shall receive a salary of $150 per month, $50 of
which in each case shall be paid as reimbursement
for expenses?
#Z. Vote for one of the following:
Choice 1. The ratification of Chapter 61-2007,
Special Acts of Florida, 1961, authorizing the City
Commission of the City of Clearwater to adopt and
follow the general laws of Florida or portions there-
of, pertaining to municipal zoning; authorizing the
City Commission to establish and amend zoning districts
and regulations after providing for proper public hearings
thereon.
Choice 2. The ratification of Chapter 61-2013,
Special Acts of Florida, 1961, providing for voting
by referendum on proposed zoning ordinance changes
and/or additions, with said items to be changed and/
or amended to be voted on individually, and providing
for not more than two elections for such purpose to
be held within any one fiscal year of the City."
