examining board to be known as the Board of Roofing
Examiners, with the duties and powers hereinafter
enumerated. The Board, consisting-of five members
who are residents of the City ofClearwater, shall be
appointed by the City Manager. The Hoard shall con-
sist of the City Building Inspector, three roofing con-
tractors, each having had at least five years experience
as a roofing contractor and having an established place
of business in the City of Clearwater, and one man not
engaged in the roofing business.
APPOINT?.MNT OF BOARS?
See- 3. With the Exception of the Building; Inspector,
and the man not engaged in the roofing business, the,

initial members shall be appointed for terms of one, two
and three years respectively and thereafter each appointee
shall serve a three year term. The Building Inspector
shall serve during his term as such, and the other member
of the Board not a roofing contractor shall be appointed
annually. The term of any member shall alw=ays expire on
the first Monday in February of each year ani each shall
hold office until his successor has been appointed and
qualified; any member may be removed from office without
cause by the City Manager, who shall fill all vacancies
on the Board by appointment as set out above.
OATH OF OFFICE
Section. Each member of the Board shall, before
entering upon the discharge of his duties of office, file`
with the City Manager an oath in writing, to properly per-
form the ' duties of the office as a member ' of said Board and

uphold the ordinances of the City of Clearwater and
the Constitution and laws of the State of Florida and
the Constitution and laws of the United States.
Section 5. The Board of Examiners shall have
power to promulgate rules and regulations governing
its operation and to elect a Chairman and Vice-Chairman,
each to serve one (l) year; the City Building Inspector
shall serve as Secretary--Treasurer. The Board shall
meet quarterly, on the first Tuesday each of January,
April, July and October, for the purpose of giving ex-
aminations and transacting; such other business as may
be pending. If five (5) or more qualified applicants
wish an examination, a special meeting may be called by
.the Chairman for the purpose of such examination. The
Board shall also meet at such other times as it may deem
necessary or as it may be required so to do by the City
Manager or the City Commission. Three members shall con-
stitute a quoruri for any meeting. The rules and regula-
tions provided for above shall be subject to approval by
the City Manager.
Section b. The Board of Examiners shall examine
applicants-by oral and written tests which shall be graded
one'-third (1/3) oral and two-thirds (2/3) written, with
passing grade of seventy (70) percent;.
Section The Board of Examiners shall keep a re-
cord of its proceedings and preserve for one year the examina-
tion papers of every applicant. Such records shall be kept
in the' custady of the Secretary of the Board.

EXAMINATIONS
Socti,on 8. If application is made by any,par-
son for an examination, it shall be the duty of the.Buil.d-
i.ng Official of the City of Clearwater to call the Examining
Board into special session for the purpose 'of giving appli-
cant an examination within a period of 90 stays from the
date of said application. Said Board shall examine appli-
cants as to their practical knowledge of roofing work and
to all other matters that are properly connected with the
business or trade of roofing contracting.,
GRADING EXAMUNATION PAPERS.
Section 9. The grading of all examination papers
of applicants for roofing examinations shall be performed
by the Board of Roofing Examiners, at a called meeting of
said Board, and only those grades as are establishod and
certified to by the members of said Board shall become the
basis of determination of qualifications of an applicant
taking a Roofing Contractors examination.
PASSIUG GRADES
Section 10. An applicant making 7% or more in a
written examination shall be considered as having passed
such written examination.

tion grade must be given in vwiting.

and shall be signed by the applicant.
Section 12_. If the applicant is unable to appear
for examination, he may, upon notifying the Board of Ex--
azniners, at least one day in advance of the examination
date, submit to the examination at the next succeeding
date held. However, if he fails to appear at that time,
he shall forfeit examination fee.
Section _14._ An applicant wiio fails to successfully
pass the examination, will not be permitted to submit to
another examination until the second succeeding examina-
tion., and he shall be required to pay the regular fee for
re-examination should he make application for any further
examinations.

Section-15. (a) A aebtificate of..'Competency is
herewith defined as a certified written or printed recog-
nition of the qualifications of an applicant who has pass-
ed an examination before the Board of Roofing Examiners,
or who has received such certificato as otherwise provided
herein.
(b) It shall, set forth the name and address of
the owners, together with the date of issuance, and date
of expiration, and shall be signed by the secretary of the
Board of Examiners or by the Building Official of the City

(c) The present Building Official of the City
of Clearwater, Florida, shall issue certificates. of com-
potency to all roofing contractors now established in
business in the City of Clearwater and holding an occupa-
tional license, as such, without examination, providing
application for such a certificate is made within 60
days from the date this Ordinance shall take effect. If
application is not made within said 60 clay period, an ex-
amination will be required prior to issuance of Certificate
as herein provided.
POSTER TO REVOKE OR SUSPEND CERTIFICATES
Section 16. The Board of Roofing Examiners shall
have the power in addition to all other powers provided for
in this Ordinance to suspend for a length of time not to ex-
ceed one year (or to revoke) the Certificate of Competency
of any Roofing contractor, who shall be guilty of one or
more of the foll.ouri"ng acts or omissions, to-z'rit:
(a) Fraud or deceit in obtaining license or certi-
ficate of competency.'

(c) Wilful or deliberate disregard and violation

(d) Conviction of any crime or offense arising
out of or relating to the conduct of the
business or occupation of contracting.
(e) The filing of a petition in voluntary bank-
ruptcy by any contractor holding a licence
under this Ordinance shall automatically
serve to revoke his license.

or engineer of any building or construction may prefer
charges against a roofing contractor under this Ordinance.
r :
Such charges must be made in writing and sworn to by the
Complainant and submitted to the Board. It willthon 6 the
duty of the Board at the earliest possible moment and not
later than 30 days thereafter, to investigate the charge
and render their decision without delay. A copy of the
charges, together with the time and place of hearing,
shall be legally served on the accused at least five days
before the date fixed for the hearing. At the hearing the
accused shall have the right to appear personally and by
counsel and cross--examine witnesses against him and to .
produce witnesses and evidence in his defense.
(b) If, after the hearing, the Boards decision
be that the accused has been guilty of the charges preferred
against him , the Board shall thereupon suspend for a period
of time or cancel the accused's Certificate of Competency.
(c) Upon the cancellati on of the accu sed t s Certi-
ficate of Competency any and all licenses issued by the City
of Clearwater for the doing of roofing work shall be cancelled
and withdrawn and no refunds made on said license.
(d) If the decision of the Board be to suspend the
Certificate of Competency for a length of time, the license
issued by the City of Clearwater to the accused will be sus-
pended for the same period of time and no refund shall be
made on said license.
(e) It shall be unlawful for any roofing contract-
or to engage or work at the businessor trade of roofing con-
tractor inthe City of Clearwater when said Certificate has
been cancelled.

Section 18. (a) The fee for examination of
a Roofing Contractor shall be "10.00, payable upon
filing application.
(b) The regular fee will be required for any
re-examination.
CERTIFICATE OF COTTETENCY RENEWALS
Section 16'. (a) All ceiitificates issued by the
Board of Roofing Examiners shall expire on the last day
of September of each year, unless sooner revoked.
(b) Any roofing contractor holding a Certificate
of Competency may, during the month of September of each
.year, make application, either by mail or in person, at the
office of the Building Ufficial for the renewal of subh
certificate for an additional year.
(c) Each roofing contractor must exhibit a Ccrti-
ficate of Competency at the time of application for an oc-
cupational license as such roofing contractor.
(d) It shall be unlawful for any roofing contract-
or'who has failed to make application for renelvral of a
certificate by September 30th of any year, to do any roofing
work in said City without passim another examination and
paying the full fee as herein provided.
FEE FOR CERTIFICATE RENMVALS
Section 20. The fee for renevial of a Roofing Con-
tractor t s certificate shall be Five Dollars (',5.00).
Section 21. All ordinances and parts of ordinances
in conflict herewith are hereby repealed to the extent•of
their conflict.
Section 22. This Ordinance shall take effect immed-
iately upon its passage:
