- - SAID CITY; PROVIDING WHAT SAID PLANS AND SPECIFICATIONS SHALL
BE PREPARED BY A REGISTERED ENGINEER% REQUIRING THE APPROVAL
OF SAID PLANS AND SPECIFICATIONS BY ?HE CITY BUILDING IN-
SPECTOR AND THE CITY ENGINEER; PROVIDING FOR THE ELEVATION
OF SEAWALLS; PROVIDING FOR PENALTIES FOR VIOLATION HEREOF;
PROVIDING FOR THE REPEAT, OF CONFLICTING ORDINANCES, RULES
AND REGULATIONS; AND PROVIDING FOR THE EFFECTIVE DATEIHEaOF,
BE IT ORDAINED BY THE CITY COlU'IISSION OF THE CITY OF CLEARWATER, FLORIDA:
Section 1* No seawall, bulkhead, dock, pier, groin, marine
improvement, bridge, or other marine structure of any nature shall be
built within the City of Clearwater until the City Building Inspector
shall first issue a permit therefor, after the approval of the City

Engineer of the City of Clearwater, upon written application and
detailed plans and specifications therefor having been duly submitted«
Said plans and specifications shall be prepared by an engineer duly
registered in the State of Florida, and said plans and specifications
shall bear the seal of said engineer. The City Engineer is hereby
authorized to establish minimum specifications for all such marine
improvements, bridges, or other marine structures, and is hereby
authorized to approve or disapprove said plans and specifications in
his sound discretion.
Section 2, The elevation of seawalls on the Vest shore of
Clearwater Harbor or Clearwater Bay shall be not less than Five (5)
Feet above M.S,rL. (Mean Sea Level), on the East shore of Clearwater
Harbor or Clearwater Bay and on the shore of the Gulf of Mexico not
less than Six (6) Feet above M.S.L.
Section 3, It shall be unlawful for any person, firm, associ-
ation or corporation to violate any provision of this ordinance, and
upon conviction thereof in the Municipal Court, such persons shall be
punished by a fine not exceeding Five Hundred Dollars or imprisonment
for a term not exceeding sixty (60) days, or by both sudh fine and
imprisonment. Each day any violation of any provision of this ordi-
nance shall continue shall constitute a separate offense'

Section 14. All ordinances, rules, or regulations or parts of
ordinances, rules, or regulations in conflict herewith are hereby
repealed to the extent of such conflict.
Section 5. I This ordinance shall take effect immediately
upon its passage.
