(c) The term "master electricians" as used in this Ordinance shall be held to mean a person who pos : esses the necessary qualifications, training and technical knowledme to plan, lay out, and supervise the. installation of electrical airing, ap- paratus or equipment for light, heat or power, and who is also qualified under the provisions of this Ordinance. (d) The term "journeyman electrician" as used in this Ordinance shall be held to mean a person who possesses the necessary qual- ifications, training and technical knowledge to install electri- cal airing a,Dparatus or equipment for light, heat or power and who is qualified under the terms and provisions of this Ordin- ance, and he shall be capable of doint* electrical work according to the plans and specifications furnished to him, and in accord- ance with the rules and regulations gov-rning wiring installat- ions in the Cit,Y of Clearwater, Florida. (e) The term "maintenance electricians" as used in this Ordin- ance, shall be held to mean a person who is qualified as herein- before prescribed as a "journeyman electrician's but who roust be regularly employed to maintain and make minor repairs to the electric wiring, apparatus and equipment, which is installed, contained and used upon the pr,nAses or in buildings owned, oc- cupied or controlled by the per•,on, firm or corporation by whom the maintenance electrician is employed. (f) The term "electrical contractors" as used in this Ordinance shall be held to -ean a person, firm or corporation engaging in the business of electrical contracting. (g) The term "qualified person" as used in this Ordinance shall be held to mean any person qualified under tho provisions of this Ordinance, including a bona fide owner who desires to perform electrical work on promises owned by him as his home, in accordance with the terms and provisions of this Ordinance.' (h) The term "apprentice electrician" as used in this Ordinance shall be held to mean a helper or assistant to a journeyman. The apprentice is not qualified to work on electrical construction alone but must at all times work under direct supervision of a qualified journeyman or master electrician. A master electrician found guilty of sending an apprentice or helper to do any type of electrical work alone will be summoned to a meeting of the Board to show cause why his license should not be suspended or revoked. The Electrical Inspector or his authorized assist- ants is hereby given authority to send to each contractor a let- ter giving his interpretation of all rules•in this ordinance and of the National Electrical Code. The construction made by the Electrical Inspector or his authorized assistants shall have the legal effect, and be enforceable as an administrative determina-• tion of the legislative intent. Section 12. The 1953 issue of the National Electrical Code is hereby adopted and approved as a part of this ordinance as a minimum standard. REPEAL Section 13, That Ordinance No. 549 of the City of Clearwater, Florida, is hereby repealed and all other ordinances and parts of ordinances in conflict herewith are hereby repealed to the extent of their conflict. PENALTIES Section 14. Any person, firm or corporation violating any of- the provisions, sections, or sub-sections of this ordinance, shall upon conviction be punished by a fine not to exceed Two Hundred Dollars (,,200.00) or by imprisonment for a period not to exceed sixty (60) days, either or both at the discretion of the Municipal Court, except as otherwise provided herein.
