Section 1. DBFINITIO::31 For the purpose of this Ordinance,
certain terms and words are ere n defined as follova:
(A) COMIERCIAL ADVERTISIIIU SIGH shall mean any structure, display board,
billboard, poster board, bulletln board, screen, surface or wall,
with characters, letters or illustrations placed thereto, thereon
or thereunder, by any method or means whatsoever, whore the rattor
displayed would be used for any purpose other than that of
advertising to the public the legal or exact firm name or the name
of the business carried on therein or thereat, or for advertising
any service or product or products actually and actively being
offered for sale therein or thereon, and stall not include street
or directional signs, owner identification signs and point of
purchase signs as defined herein or real estate signs as defined
herein having an area of six (6) sq. ft. or less.
(t1) SNIPE SIGN shall mean any sra22 sign of any rnterial, including
paper, cardboard, wood and metal, when such sign to tacked, nailed
or attached in any way to trees or other objects.
(C) MWIER IDENTIFICATION SIGN shall mean any structure, device, display
board, screen, surface or wall with characters, letters or
illustrations placed thereto, thoreon or thereunder, by anp method
or moans whatsoever, where the ratter displayed is used only to
indicate to the public the legal, or exact fim name or the character
of the business carried an therein.
(D) POINT OF PTIRCMSE SIGN shall mean an7 structure, device, display
board, screen, surface or wall, with characters, letters or
illustrations placed thereto, thereon, or thereunder, by any method
or neans, whatsoever, where the matter displayed is used for
advertising a product actually or actively offerer( for sale thereon
or therein.
(E) RUL ESTATE SIGN shall mean any structure, device, display board,
screen, surface or Frall, with characters, letters or illustrations
placed thereto, thereon or thereunder, by any nethod or means
whatsoever, where the ratter displayed thereon ahall be used solely
for the purpose of offering for sale, for lease, or for rant the
exact property on which sign is placed; said sign, surface, device,
ato., having an area not exceeding six (6) sq. ft. A real estate
sign having an area in excess of six (6) sq. ft. shall be classified
as a Commercial Advertising Sign and shall be subject to regulation
as such.
(r) STME OR DIRECTIOIZkL SIGN shall mean any sign having the purpose
of piv r.A instructions as to the location of a place, event or
meeting within said City and/or the diroction thereof from the sign
location.
Section 2. CMVERCIAL ADVERTISII'G SIGHS VOT PERNITTM
IN CMTAIII AREAS.
(A) That hereafter no co nerclal advertising sign shall to permitted in
any residential district which includes R-1, Residence Liatrict and
R-2, Eultiple Dwelling District, as defined in the City Honing
Ordinance.

or substantially altered or repaired unless a pormit as provided in
Section 2-13 hereof is first obtained.

11n defined herein, sidewalk or sandwich signs shall not be permitted within the
city of Clearwater.
Section 4. POSTI1i0 OR TACYING SIGNS PROHIBITED. No person
shall paint, paste, print or nail any tanner, sign, paper sign or any advertisement
or notice of any kind whatsoever or cause the sane to be done on any curbstone,
flagstone, roveront or on any other portion or part of sidewalk: or street or upon '
any tree, lamp-post, telephone or telegraph pole, hydrant or bridge within the
limits of any street nr public right-af-way within the City of Clearwater; provided,
however, that this Section shall not apply to regular notices required by law to
be so ponted.
Section 5. CONSTRUCTION REQUIRII+MITS OP 3ICRIS. That all signs
located in compliance with this Ordinance shall first be conntruatod or erected
In compliance with the Offioial Building Code of the City of Clearwater.
Section 6. LOCATION OF SIGHS WITHIN qR_ UPON PUBLIC PROPEF.TY
AID RIGHTS-OF-71AY PROHIBITED, EXCEPTIOIS.
(A) That except as provided herein, no sign shall be located in
or upon any P, Public District, as defined in tho City Zoning
ordinance, or in any street or railroad right-of-way.
(8) That this Section shall not prevent any operating railroad
from placing traffic signs which are necessary and proper in
the operation of said railroad.
(C) That this ordinance shall not prohibit the erection of
reasonable and necessary street and directional signs by the
City of Clearwater and State and Federal authorities.
(D) That this Ordinance shall not prohibit the location of street
and directional aigns when a pewit therefor has boon secured
as hereinafter provided.
Section 7. PFMITS FOR STREET AND DIRECTTOIiAL SIGNS.
That the City Building Inspector Is hereby authorized to issue annual perr..its fCT
the erection of directional signs under the following conditions
(A) Said signs shall not exceed four (A) aq. ft. In area and shall
be of a reasonable size and design with duo regard to'ito
purpose, proposed location and the traffic and safety conditions
existing thereat.
(f,) A written application for each such perr.it shall be filed with
the City Building Inspector indicating the size, type and design
of the desired directional sign and its proposed location with
particular regard to street and right-of-way lines.
(C) The City Building Inspector, with the approval of the City
;tanager, Fay' issue permits for street and directional signs to
be located upon public property where the applications therefor
comply with the provisions of this Ordinance.
(D) The City Building Inspector shall charge, and collect for the use
of the City an annual permit fee for, such signs of One Dollar
and Trenty Cents (01.30). All such permits shall autcsatically
expire on ueeenber 31st of the year In which issued. Such permits
shall be for the rer•,ainder of the calendar year in which issued,
but for the purpose of collecting said pernit fee the same shall
be prorated for the nearest quarter of the year rermining in the
year in which application is zsido.
