The City 'Manager reported on water on I:andalay Drive near the Pelican Pavilion. The City Engineer presented a drawing showing the proposed storm sewer lines which would take care of this situation. Mr. Butler stated that Mr. Strickland of the Mosquito Control Board had agreed several time to furnish the labor to put in sto= sewer which would take care of a majority of the water on the Island, but the City had never been able to get him to fulfill his promise. The City Manager suggested that a committee be appointed to make appraisals of City property, Mr. Peeler was appointed to serve on a committee with the City L'anager and City Clerk for calking the appraisals. For remodeling or repairing from one to twenty lights, one dollar (41.00). Each additional light, five cents (3¢). For neloo or other similar plants two dollars ($2.00). Changing or alteration of an existing system, one dollar for rcinopcotion. Each additional meter socket, twenty five cents (25¢). Section 4. All electrical construotion, and all materials and appliances used in oonneotion with the installation, maintenance and operation of electrical apparatus or equipment for lights, boat or power within the limits of Clearwater, shall conform to such special rules and regulations as may, be embodied in this or other ordinances of the City of Clearwater, and to the ivies, regulations and recommendations of the National Hoard of Fire Underwriters for the installation of wiring and apparatus for electrical purposes as they are now established or may hereafter be emended, and suchlrules, regulations and recommendations are hereby adopted and approved as part of this ordinance. All plumbing and other piping or tube work must be in place on work to be concealed before the electrical wiring is inspected, and no such wiring shall be considered as complete for final inspection until all such plumbing or piping is in place. It shall be unlawful to lath, seal or in any manner conoeel any electrical wiring or equipment until same has been inspected and notices posted that same is approved. When the electrical work in any building for which a permit has been obtained is ready, for inspection, notice in writing properly filled in upon blanks furnished at the office of the Chief Electrical Inspector stating the location of the work, the name of the owner, and the name of he electrical contractor doing the wor4 shall be turned in to the Chief Electrical Inspector's office. After the first visit to a fob or a written notice to inspect same, if it is necessary to return to reinspect any work, whether from a defect or the work not being ready, the Inspector will return only on another written notice, and shall require an additional inspection fee of one dollar ($1.00) to be paid to the City Clerk. After the entire completion of the work, a notice, the same as the foregoing, shall be given the Inspector for the final inspection, and if he finds the work has been satisfactorily done he shall issue a certificate of inspection. This certificate does not relieve rahe electrician of his rresponsibility for any defective work which may have escaped the notice of the Inspector. It shall be unlawful for any person, firm or corporation hfrnishing electric current for light, heat or power to connect the distributing system with any installation of wiring, apparatus or fixtures in the Cif o y of Clearwater without first having received a copy of certificate of final inspection issued by the electrical inspector. Section 7. Definitions: For the purpose of this Ordinance the following terns are defined as follows: 'Master Electricians" shall mean any person who has served as a Journeyman electrician for a period of not less than two years and who has the necessary qualifinations, training and technical knowledge to contract, figilre and supervise the installat- ion of electrical wiring and electrioal devices, said qualifications to be determined by a Board of Electrical Examiners and hereinafter provided. Section B. And within thirty days after the appointment, the Board of r' Examiners shall meet for the purpose of giving examinations provided for in this ordinance. Thereafter the Hoard shall meet at least twice each year, once during the period of Maruh 15th to 31st and once during the period of September 15th to 30th for the prupose of giving-examinations pp• and transacting such other business as may properly come before it. The Chairman, or the Seerotary-Treasurer of the/Board are hereby empowered to call meeting at any time to consider any violation of this ordinance. All officers elected by said Hoard shall hold office for one year, provided the first officers elected under this ordinance shall serve until September meeting and from that date on, officers shall be elected for a period of one year. Elective officers shall consist of a Chairman and Vice-Chairman and the Chief Electrical Inspector shall act as Secretary- Treasurer. (b) The Hoard shell have the power to make by-laws, rules and regulations governing its body, as it may deem necessary, providing same do not contliot with the laws of the City of Clearwater and the State of ?lorida. Section 13. If application is made by any person for an examination, it shall be the duty of the Chief Electrical Inspector of the City of Clearwater to call the examining Board intor special, session for the purpose of giving applicant an examination within a period of thirty days from the date of said application. Said Board shall examine applicants an to their practical knowledge of electricity, eleotrical wiring, electrical installat- ions and to all other matters that are properly connected with the business or trade of electricians and if satisfied of the competency of the applicant shall thereupon issue a certificate of competency authorizing him to engage in or work at the trade of master electrician. Section 14. Every applicant who shall make his application as provided for in Section 9 ehdll pay a fee or $10.00 for the privilege of taking an examination. The aforesaid tee shall, accompany the application as provided for in Section 9 and the said fee shall not be returned to the applicant. Every journeyman electrician shall be registered vrith the Secretary- Treasurer of the Board of Examiners and shall pay a fee of One Dollar ($1.00) each year. All monies received hereunder shall be used for the operation and maintenance of the Board of L Examiners. Section 15. Certificate oT Oompetency so issued shall remain in full force and effect as long no a license is paid yearly or until revoked or suspended in the manor provided by this Ordinance. Scotian 16. No license as Master Electrician shall be .dasued by the City of Clearwater until the liplioant for the license has produced for examination to the License Department of the City of Clearwater his duly issued Certificate of Compotency. Section 17. The Board of Electricians shall have the power in addition to all other powers provided for in this Ordinance, to revoke or suspend for a length or timo not to exceed one year the Certificate of Competency, of any Master Electrician who shall be guilty of any one or more of the following acts of omissions, to-wit: (a) Fraud or Deceit in obtaining license or certificate of competency. (b) Negligence, incompetency or misoondtat in the practice or oontrnoting with the meaning of this Ordinance. (e) Ahandorment of any contract without legal excuse. (d) Diversion of property or runds received under express agreement for prosecution or completion of a specific contact under this Ordinance. (e) Obtainirg money with intenticn to fraud or deceive creditors or owners. (f) Fraudulent departure from or disregard of plans or specifications in any material respaut, without the' consent of the ovmer or his duly authorized represent- ative. (b) the employees of Public Utilities Companies or Corp- orations engaged in the manufacturing or distribution of electricity for the lighting, heat or power, when said worts is done in the course of their duties as employees of Public Utilities Companies and is connection with the manufacture or distribution when work is done withthe supervision of the duly authorized offieorsjof the Public Utilities Company or Corporation. This ordinance shall not be construed to apply to the installation of any portable electrical appliance that may be installed by plugging in to an electrical outlet already installed in the building. Section 22. Any person or persons and the members of any firm, oo-partnership, corporation, association or other organization or any combination thereof, presenting or attempting to file or use the certificate of competency of another, or license of another or who shall give false or forged evidence of any kind to the Board, or who shall falsely impersonatd another, or who shall use an expired, suspended, or revoked license or Certificate of Competency, or who shall violate any one or more of the provisions of any section of th&s ordinance, shell upon conviction in the Municipal Court be punished by a fine not to exceed $200.00 or by imprisonment not exceeding 60 days in the discretion of the Court. Each and every day that a violation of this Ordinance continues shall constitute a separate and distinct offerse. Section 23. Every Master Electrician wishing to engage in business as an electrical contractor, shall, before engaging in such business, execute a bond payalbe to the City of Clearwater in the eum of Five Eundred Dollars (4500.00), with a responsible surety company authorized to do business in the State of Florida as surety conditioned to protect said City against all loss or damage occasioned by the negligence of.t°he principal therein failing to properly execute and protect all work done by him, or his employees, or under his direction or supervision, and from all loss or damage occasioned by or prising in any manner from Any such work done by said principals or his employees or under direction or supervision. Said bond. shall be approved by the City Manager of said City before it becomes effective, and may be used by said City in any court of competent jurisdiction. He the eXAMbg those who have held aneeleotrical contractors license in the City of Clearvrater for a period of two years or more previous to the passage of this ordinance may engage in business as an Electrical Contractor without first securing a Certificate of Competency as a blaster Electrician. Section 24. Shoud any section, sub-section, sentence, clause or phrase of this ordinance for any reason be held to be unconstitutional such decision shall not affect the validity of the remaining portions of this ordinance. They are asking for a half of the buV.Cng and promenade privileges of the loading platform on the East side for the Recreation Association. They would pay one dollar per year for their lease. Mr. Leveriok stated that the Clearwater Beach Progressive Association would ask the Recreation Board to act as an advisory board to them. The City Manager read a letter from the Clearwater Yacht Club stating that they would like to lease th§ South half of the main part of the building referred to as the "Fish Plant", Also offered to lease Raparian rights or the use of the water directly East of the building for the purpose of erecting boat Slips and a Cat Walk platform. If and when the Yacht Club is in a financial position to erect said ,adips and oat walk. They stated that the Yacht Club would keep e portion of the building leased to then fully covered by fire insurance at the expense of the Club and that they were willing to pay fifteen dollars per month rental payRble on or before the tenth day of each month in advance and ask that their lease ran for a period of 15 years with privileges of renewing at the expiration of this time. Their lease would begin September 1, 1939, Mr. Peters ask the Commisaicr if a motion would be entertained'-stating that the Clearwater Bench Progressive Association and the Clearvate; Yacht Club be allowed to have a portion of the building ask for after dis^osition of the equipment iri'the plant.
