From and after the passage of this Ordinance, ' it shall be unlawful and deemed, to be a violation of this Or- ? dinance for any person, other than a duly authorized employee of the City of Clearwater, aEting within the scope of his authority and employment, to turn on any gas or water meter belonging to or b6ing used by the City of Clearwater, in connection with its operation of the gas and crater plants of " ". said City. SECTION 2. Any person whose gas or water meter has been turned off by request of the user thereof, or pursuant to ' S his authority, or for non-paysnent of gas or water bills proper ? ly due and unpaid, and who desires to resurae the use of gas or water, as the case may be, shall first notify the Gas and Water Department of said City at City hall, in said City, and pay the service charge as now required or hereafter prescribed by said City. SECTION 3.
