BE IT 0}tDAI13l'D BY THE CITY COUNCIL OF THIS CITY OP CLEARWATER, ' FLORIDA: i i 3 Section 1. That all persons over the age of twenty-one years, who are tax a ers on real ro ert aituated within the cor orate S . 1 Y fw:/ri'S?'?{:i4--'°.\?1?'4`mir r, k, J P p d p limits of the City of Clearwater, shall be eligible to vote in all special or general elections called and heldfor the purpose of determining the issuance of bonds by said City, the levying of special taxes, the gift, donation of sale of the City's fund, or privileges, (other than franchises), and in all matters touch- iftg the right and power of the City to levy cpacial taxes; provided, that said tax payers voting in said special election shall have resided in the City of Clearwater at least three months of the twelve months preeeeding the date of the election; and provided, also, that the residence herein referred to shall not apply or be construed as meaning citizenship, and provided further, that no person other than tax payers on real property shall be permitted ' i to vote in such elections called and held for the purpose here- in mentioned. Section 20 That before holding any election for any of the purposes mentioned in Section 1 of this ordinance the City Council shall pass an ordinance calling such election and fixing the date of such election not less than four weeks after the passage of such ordinance. The ordinance in such case shall briefly state the object of the election to be held and prescribe the form of ballot to be used in such election, with shall be substantially folloaad. The ordinance shall also designate three qualified electors of such election to act as inspectors of such election and one qualified elector to act as,clerk. Section 3. In all such elections as provided herein the 298.. City Council shall provide a special book, suitably ruled and with the following affidavit printed or written at the top of each page thereof, to-brit: "I do solemnly swear that I am ovar the a me of twenty-ono years; that S have resided in the City of Clearwater, Florida, for throe months during the past twelve months;-that i am a tax-payer on real property situated within the ti limits of the City of Clearwater." g 4 Section 4. The inspectors of all elections provided for in this ordinance shall be authorized and are directed to administer the oath proscribed in the proceeding section to all persons who shall desire to vote at such election, requiring all such persona { to sign their naines in full beneath the printed or written copy of the oath in the book as provided herein. That after the completion of the count of the votes, the inspectors of such election shall deliver the said book to the City Clerk, which shall be and remain a part of the public records of said City. At the and of the page or pages of such book used for the .l, • `,';.':, . affidavits of voters in each election held under the provisions ; of this ordinance, the inspector and clerk of such election shall certify the object for which such election was hold, the date of the election and that they duly administered the oath to all persons voting in such election, which certificate shall be signed by the inspectors and clerk of said election. Section 5. All such election shall in all other respects be conducted and the votes counted and certified to the City Council in the same manner as are now provided for the holding and certifying of the returns of elections in said City. Section 6. All ordinances and laws or parts of ordinances and laws of said City in conflict herewith are hereby repealed.
