That the locating, keeping, operating or maintaining any livery stable or other stables or places where horses and mules are kept for public use, hire or for sale, or the keeping, operating or maintaining of any stock ,.yards at any place within the City of Clearwater west of the Atlantic Coast Line Railroad tracks, is hereby defined and declared to be a public nuisance, dangerous to the public health and comfort of said City. In case of the failure or refusal of any person maintaining or operating any such stable or stock yards in the above described district of said City to abate such nuisance by removing such stable or stock f yards from the above described district, it shall be the duty of the Mayor to institute proceedings in the courts of this State to have such nuisance abated, as provided in Chapter 8, Article 9, Section 3680 of the Gerneral Statutes of the State of Florida.
