That for the purpose of purchasing a site j for a public library for the Torm of Clearwater, the Town Council is hax'eby authorized to levy a special tax of one mill upon the dollar of the assessed valuation of the real. and personal property in said Town for a period of three. : .' years, to-wit: for the years 1915, 1916, and 1911. Section 2. That for the purpose of maintaining a pub- lie library for the Town of Clearwater, the Town Council of the Town of Clearwater is hereby authorized to levy each year 4 continuously hereafter a tax upon all of the taxable property I within said Town sufficient to raise not less than one Thous- and 0;1,000.00) each year; Jz,V0Vded, that sal" levy shall not exceed one mill upon the dollar of the assessed val- uation of the real and personal property liable for taxation, in said Toxin. Section 3. This authority is granted upon the express condition that a sufficient fund for the erection of a lib- rary building thereon be secured before this ordinance shall become effective. That the Town Council shall canvass the returns of said special election in the manner now provided :-' by ordinance for the canvassing of returns of elections and 1 shall declare the result thereof; and if a majority of the voters voting at-said election shall vote in favor of ' levying the special taxes, as herein provided, then it shall be the duty of the Town Council, as soon as this ordinance becomes effective, to lovy the special taxes, as provided for in this ordinance, and the same shall be collected by the Tax Collector at the same time and in the same manner as other taxes, and shall be kept in separate funds, to be used and + expended solely for the purpose of purchasing a site and maintaining a public library, as herein provided. ` Section B.
