An ordinance to provide for the issuing of bonds
by the Town of Clearwater and to prescribe the
purpose for which the money arising from the Bale
of such bonds shall be expended.
Be It Ordained by the Town Council of the Town of
Clearwater;
Section 1. That the Town Council of the Town of Clear-
water be and it is hereby authorized to borrow the sum of
' Forty Thousand Dollars (040,000.00) to be used and expended
as follows, to-wit;
k Fifteen Thousand Dollars (615,000) for constructing a
sewerage system in the Town of Clearwater and Twenty-five
Thousand Dollars ($25,000.00) to be used and expended in

i purchasing., erecting and establishing a plant and system of
S water works for said town; that said sums shall be borrowed
yr f or a period of thirty years from the first day of April, A.
``' ' •; D. 1910, and that the said Town Couzlci.l is authorized to

' pay interest on said sums of money at the rate of five per
cent per annum, payable semi-annually on the first days of
April and October of each year for the full period of
thirty years.
section 2. That to secure the payment of the loans
herein provided the said Town Council shall issue, eighty

(80) negotiable coupon bonds of said town of the demonination
of rive Hundred Dollars 0500.00) each. Said bonds shall be
payable in gold coin of the United States of America of
current weight. and fineness and shall be payable at such
t.ti. place or places in the State of Florida$ or otherwise as may
. be designated in said bonds. To each of said bonds shall
be attaohed interest coupons of such number and amount as
shall be necessary to pay the interest semi-annually on the

principal sum of each of said bonds at the rate of five per

The Interest coupons attached to said bonds when due shall ,

be receivable by the Town of Clearvrator for all taxes due

Section 3. The form of said bonds not in conflict
with this ordinance shall be approved by the Town Council
and each of said bonds shall be sealed vrith the seal of

said Town and signed by the Mayor and Town Clark of said
Town. The interest coupons attached to said bonds shall
have engraved or lithographed thereon the names of the said
Mayor and the said Town Clark,
Section 4. When said bonds shall have been issued i
as herein provided the same shall be delivered to the
Town Council for disposition.
And the said Town Council is hereby authorized to
sell said bonds at either public or private sale for the
best price obtainable therefor. And the proceeds arising
from the sale of said bonds shall be deposited in some
Bank to be hereafter designated by the said, Town Council
and shall be used only for the purpose herein expressed.
Section 5y The said Town Council shall have full i
'control, management and direction over the construction,
maintenance and operation of the sewerage and water works
plant which may be constructed and put in operation by and
under the provisions of this Ordinance,
section 6. That a special tax shall be assessed
levied and collected each year upon all the property both
real and personal, subject to taxation within within the Town of I :.
Clearvrater? for the payment of the interst upon said bonds;
its addition to the tax for the payment of the interest as
aforesaid, a further tax of such amount as to the To= I'

payment of said bonds at maturity. The said sinking fund
so raised shall be Livested in State or Cowxty bonds or

outstanding bonds of the Tom of Clearwater, or first
class improved Heal. Estate Morteages carrying insurance.

Section 7. That the Mayor of the Town of Clear-
water shall call a special election under the ordinance ;
of said Tovin, of the registered voters of said town, who ? .
own real estate therein, and the title to which is record-
ed in the public records of iiil lsborough County, to _
determine whether the bonds herein mentioned shall be
issued. said election to be hold on the 28th clay of March
1910, at which election the question of whether bonds to t
the amount and for the purpose herein specified shall, be
issued and sold by the said Town of Clearwater, shall be
submitted to the electors of said Town possessing the
qualifications here:iaibefore specified. That said election 1
shall be called and conducted in accordance with the
ordinance of said town providing for the holding of
elections. That the Council shall cauao to be provided
for use at said election ballots substantially in the

Section S. If a majority of the votes cast at said
