INCREASED MILLAGE ORDINANCE: ORDINANCE; NO. 2006 AN ORDINANCE OF THE CITY OF CLEARWATER, FLORIDA, ADOPTING A RATE OF TAXATION IN EXCESS OF THE CERTIFIED MILLAGE; FOR THE FISCAL YEAR `/' ' r t';c }'• BEGINNING OCTOBER 1, 1979 AND ENDING SEPTEMBER \Y? i. :Sly, 90, 19803, FOR OPERATING PURPOSES INCLUDING PENSIONS AND DEBT SERVICE; AND ROAD AND DRAIN- AGE CAPITAL IMPROVEMENTS; GIVING NOTICE: OF PUBLIC HEARINGS THEREON; PROVIDING FOR .THE REPEAL OF ORDINANCES Oft PARTS OF ORDINANCES IN CONFLICT r HEREWITH; PROVIDING FOR PROPER NOTICE, OF PROPOSED ENACTMENT, AND PROVIDING FOR THE EFFECTIVE DATE OF THIS ORDINANCE,. WHEREAS, the City Commission of the-City of Clearwater, Florida, has, in meeting duly assembled, examined carefully, considered and approved the Operating budget, Ordinance No. 1986 and the Capital Improvement budget, Ordinance No. 1987 ; and WHEREAS, it is necessary to exceed the certified millage in order to raise the sums appropriated for operating purposes, including pensions and debt service, and for road and drainage capital improve- ments,- and WHEREAS, notice of intent to exceed the certified millage was published twice in a newspaper of general circulation in accordance with Section" 200.065, Florida Statutes; and WHEREAS, in accordance with Section 200.065, Florida Statutes, the City Commission shall meet in City Hall at 6:00 P.M. on September 18, 1979, and at 6:00 F.M. on September 27, 1979, for the purpose of holding public hearings upon said proposed tax levy; NOW, THEREFORE, BE IT ORDAINED BY THE CITY COMMISSION OF THE CITY OF CLEARWATER, FLORIDA: Section I. That the City Commission hereby adopts a millage rate of 6.218 mills against the real and personal property within the City not exempt from taxation. by law, for the fiscal year beginning -October I, 1979, and ending September 30, 1980. {+r 3 % Ord.: 02006, ' 9/27/79 ' X r. i i 1 ,. a tax of . 657 mills is necessary to raise said sums appropriated for debt service on general obligation bonds; a tax of 1.465 mills is necessary to raise said sums appropriated for general employees pension; a tax of .3 mill is necessary to raise said sums appropriated for firemen1s pension; a tax of 2.796 mills is necessary to raise said sums appropriated for operating purposes; and a tax of 1. 000 mill is necessary to raise said sums appropriated for road and drainage capital improvements, Section 3. That notice of intent to exceed the certified millage was published twice in a newspaper of general circulation pursuant to the require- ments of Section 200.065, Florida Statutes. Section 4. That the City Commission shall meet in the City Hall of the City of Clearwater at 6:00 P. M, on September 27, 1979, for the purpose of holding a public hearing upon said proposed tax levy, at which time and ' place objection thereto will be heard. Section 5. Should any section, paragraph, sentence, phrase, clause ?A or other part or provision of this ordinance be declared by any court to be t invalid, the same shall not affect the validity of the ordinance as a whole, or any part thereof, other than the part declared to be invalid. Section B. All ordinances or parts of ordinances in conflict herewith or Inconsistent with the provisions of this ordinance are hereby repealed to the extent of their conflict. Section 9. Notice of the proposed enactment of this ordinance has been properly advertised in a newspaper of general circulation in accordance with Section 166.041, Florida Statutes. Section 10.
