AN ORDINANCE OF THE CITY OF CLEARWATER, FLORIDA,
AMENDING CHAPTER 8, ELECTIONS, OF THE CODE OF
ORDINANCES OF THE CITY OF CLEARWATER, FLORIDA,
1962, TO CLARIFY TIME OF HOLDING GENERAL ELECTIONS
AND THE PROCEDURES THEREFOR; TO PROVIDE THAT
NAMES OF CANDIDATES SHALL BE IN ALPHABETICAL
ORDER ON THE BALLOT; TO PROVIDE FOR THE COUNTING
OF ABSENTEE BALLOTS; TO REPEAL SECTIONS 8-2,
8-5, 8-7, 8-8, 8-9, 8-10, 8-11, 8-12, P-13, 8-114, 8-15, 8-16,
8-17, 8-19, B-20, 8-21, AND 8-z2; TO RENUMBER

Section 1. Section 8-1, Time of holding general elections;
officers to be elected; procedures, of Article 1, In General, of Chapter 8,
Elections, of the Code of Ordinances of the City of Clearwater, Florida,
1962, is hereby amended to read as follows:

(d) All individual candidates shall be permitted to have one
watcher in each polling place from the beginning to the
conclusion of each election, as designated in Chapter 101. 131,
Florida Statutes. Watchers must be designated and certified
to the city clerk at least five (5) days prioz to the election.
Section 2. Section 8-30, Official ballots--Preparation and form,
of Article II, Voting Machines, of Chapter 8, Elections, of the Code of
Ordinances of the City of Clearwater, Florida, 1962, is hereby amended to
read as follows:
Section 8-30. Official ballots--Preparation and form.
Official ballots of the form and description required for use
on the electronic voting system unit shall be prepared. All
such ballots shall be printed on paper stock of the required
weight, form and size, shall be in substantially the form
required by Section 101. 5609, Florida Statutes, and be so
arranged as to accommodate use of the electronic voting
system unit, and all names of candidates shall a ear in
alphabetical order.
Section 3, Section 8-4, Contract and bond elections, of Article 1,
In General, of Chaptex 8, Elections, of the Code of Ordinances of the City
of Clearwater, Florida, 1962, is hereby repealed in its entirety and a new
'Section 8-4 is hereby enacted to read as follows:
Section 8-4. Counting Absentee Ballots.
Absentee ballots may be counted by automatic tabulating
equipment if they have been punched or marked in a manner
which will enable them to be properly counted by such
equipment.

Section 5. That the following sections be and the same are hereby
renumbered as follows; Section 8-6 is renumbered as Section 8-2, and
Section 8-18 is renumbered as Section 8-5.
Sr.eti-6n Fi_6^ Should any section, paragraph, sentence, phrase,
clause or other part or provision of this ordinance be declared by any
court to be invalid, the same shall not affect the validity of the ordinance
as a whole, or any part thereof, other than the part declared to be invalid.
Section 7. All ordinances or parts of ordinances in conflict
herewith or inconsistent with the provisions of this ordinance are hereby
repealed to the extent of their conflict.
Section 8. Notice of the proposed enactment of this ordinance
has been properly advertised in a newspaper of general circulation in
accordance with Section 166.041, Florida Statutes.
. Section 9. The provisions of this ordinance shall take effect
immediately upon its passage.
