Y ??f r l• /1e..,rf'.r?.?.Q OPERATING BUDGET ORDINANCE ORDINANCE NO. 1986 AN ORDINANCE OF THE CITY' OF CLEARWATER, FLORIDA, ADOPTING A BUDGET AND DECLARING THE RATE OF TAXATION FOR THE FISCAL YEAR BEGINNING OCTOBER 1, 1979, AND ENDING SEPTEMBER 30, 1980, FOR OPERATION PURPOSES INCLUDING PENSIONS AND DEBT SERVICE; AND ROAD AND DRAIN- AGE CAPITAL IMPROVEMENTS; GIVING NOTICE OF PUBLIC HEAR- ING THEREON; AUTHORIZING THE CITY MANAGER TO ISSUE SUCH INSTRUCTIONS THAT ARE NECESSARY TO ACHIEVE AND ACCOMPLISH THE SERVICE PROGRAMS SO AUTHORIZEDf AUTHORIZING THE CITY MANAGER TO TRANSFER MONEYS AND PROGRAMS AMONG THE DEPARTMENTS AND ACTIVITIES WITHIN ANY FUND AS PROVIDED BY CHAPTER Z OF THE CLEARWATER CODE OF ORDINANCES; PROVIDING FOR THE REPEAL OF ORDINANCES OR PARTS OF ORDINANCES -IN CONFLICT HEREWITH; PROVIDING FOR PROPER NOTICE OF PROPOSED ENACTMENT; AND PROVIDING FOR THE EFFECTIVE DATE OF THIS ORDINANCE. Pursuant W-t 'M to that report, the City Commission hereby adopts a budget for the operation of the City, a copy of which is herewith attached and marked Exhibit A.?? ! ' r. Section 2. That a summary of the Operating Budget was published in V•• a newspaper of general circulation pursuant to the requirements of Section 2 of the Clearwater Code of Ordinances and Federal Revenue Sharing requirements. ?i Section 3. That it is hereby determined that a tax of 5.218 mills against s`} h? the real and personal property within the City not exempt from taxation by law, { is necessary to raise said sums appropriated for operation purposes, including 'Y III ?? pensions and debt service. Section 4. That the City Commission shall meet in the City Hall of the City of Clearwater at 12:30 P.M. on September 6, 1979, for the purpose of holding a public hearing upon said proposed budget and tax levy, at which time s, v' and place objection thereto will be heard, and the budget as adopted shall stand and be the budget of the said fiscal yeah, subject to the authority of the City Commission to amend or change said budget at the time and place stated or at ' the time of the final adoption of this ordinance or as provided by Chapter 2-76 °A of the Clearwater Code of Ordinances. That the City Manager is authorized for reasons of economy or efficiency to transfer part or all of any unencumbered approp- riation balance among programs within an operating fund, provided such action does not result in the discontinuance of a program. Section 7. Should any section, paragraph, sentence, phrase, clause or other part or provision of this ordinance be declared by any court to be invalid, the same shall not affect the validity of the ordinance as a whole, or any part thereof, other than the part declared to be invalid.' Section 8. All ordinances or parts of ordinances in conflict herewith or inconsistent with the provisions of this ordinance are hereby repealed to the extent of their conflict. Section 9. Notice of the proposed enactment of this ordinance has been properly advertised in a newspaper of general circulation in accordance with Chapter 166. 041, Florida Statutes. Section 10. This ordinance shall become effective immediately upon its passage.
