OF ORDINANCES, TO CHANGE THE NAME OF CLEARWATER
EXECUTIVE AIRPORT, ALSO KNOWN AS CLEARWATER EXECUTIVE
AIR PARK, TO CLEARWATER AIRPARK, AND TO REDEFINE CERTAIN
TERMS AND DELETE OBSOLETE LANGUAGE; AMENDING SECTION
22.82, CODE OF ORDINANCES, RELATING TO THE METHOD OF
APPOINTMENT OF THE CLEARWATER AIRPORT AUTHORITY;
AMENDING SECTION 22.83, CODE OF ORDINANCES, RELATING TO
THE POWERS AND DUTIES OF THE CLEARWATER AIRPORT
AUTHORITY; PROVIDING AN EFFECTIVE DATE,
BE IT ORDAINED BY THE CITY COMMISSION OF THE CITY OF CLEARWATER,
FLORIDA:
Section 1. Sections 22.80, 22.81, 22.82, 22.83 and 22.85, Code of
ordinances, are amended to read:
Sec. 22.80. Purpose
This article is adopted pursuant to the authority conferred by Article III,
Section 2(b), Florida Constitution, as implemented by §166.021, F.S. It is
hereby found that the Clearwater Airpark as presently
configured and operating is an asset to the city and should be retained as such;
operated and maintained in a safe and professional manner; and improved for the
benefit of the entire community. Accordingly, it is declared:
(1) That for the health, safety and welfare of the community of
Clearwater, an airport authority shall be established to monitor the operation,
maintenance and provide recommendations for improvements to the Clearwater
Airpark to ensure that the airport operates in a professional
manner which will benefit the entire community; and
(2) That the airport authority will represent a cross- section of those
groups interested in the airport's relationship within the community, and to
ensure that the airport serves all of the community and is operated in a safe and

efficient manner.
Sec. 22.81. Definitions.
fAs used in this article, the following terms shall have
the meanings ascribed to them by this section, unless the context requires
otherwise:4

latitude 27 degrees 58 minutes 34 seconds north and longitude 82 degrees 45

(c) The authority shall annually elect from its membership,at 4ts . -i

vice-chairman who shall act as secretary for the authority.
Sec. 22.83. Powers and duties of the airport authority.
(a) The airport authority shall have the power and duty to monitor the
lease operation of the Clearwater Airpark E eeu'}~•`.,- rpo*A, on behalf of the
city to ensure compliance with all terms of the lease, as such terms apply to
either lessor or lessee.
(b) The airport authority shall make recommendations from time to time
directly-to the city commission regarding additional improvements, maintenance
use and operation of the remises nondiscriminatory practices, rites and such
other matters relating to the airport as the air ort authority finds necessary
or desirable from time to time

airport authority shall;
(1) Ensure that the airport is operated and maintained in a safe and
professional manner that is consistent with the needs of the entire community.
(2) Ensure that the city commission and staff is current on all matters
pertaining to the airport's operation and development.
(3) Ensure that reasonable rules pertaining to the operation of the
airport are developed, implemented and enforced.
(4) Mold public meetings between the aviation community and the local

residents in an effort to resolve matters of mutual interest.
(5) Hold authority meetings, at least once per month, to conduct
authority business. These meetings shall be open to the public with a period of
time at the end of each meeting set aside for public input.
(6) Make requests to the city commission for city assistance, whether
financial, legal or from other city d6partments, necessary to achieve the above
described objectives.
(d) The airport authority
shall annually prepare a written report containing its findings and
recommendations relating to the airport and submit
the report safne to the city commission.
Sec. 22.85, Airport authority/city relationship.
(a) The airport authority is herein created by the city commission of
Clearwater to monitor the ai- ?r-ort airpar-k on behalf of the city and thereby
provide for safe and professional operation of the Clearwater Ai_'rnark sesut4ye

Sec. 137.005. Definitions.
(a) Words and terms used in this development code shall be given the
meanings identified hereinafter:
Airport: Clearwater Air ark gmeeutiye 4 Park
Airport elevation: The highest point of the airport's usable landing area
measured in feet above mean sea level which is established at seventy-one (71)
feet AMSt.
Airport height zone: One of five (5) specifically described areas in
proximity to Clearwater Ai, mark ixeeut-ive Air Park, namely: primary zoning,
horizontal zone, conical zone, approach zone and transitional zone (each of which
is separately defined).
