The strip shall have a minimum width of three (3) feet, and an average width according to the street's assigned classification on the thoroughfare plan and the following: a. Landscaping within the strip shall consist of plant groupings of shrubs which, at the time of installation, shall measure not less than eighteen (18) inches in height, and, upon maturity, shall attain a height of at least three (3) feet. (2) From abutting residentially zoned property. A landscaped strip of ` land measuring not less than ten 10 e--(6) feet in width shall be provided between any nonresidential or multi-family development and an abutting residentially zoned property. For multi- family development that abuts multi-family zoned property, a landscaped strip d. shall be provided between an off-street parking-or vehicular use area and the abutting property: if the proposed develo ment is of a higher density than that ' permitted in the abutting property's zonin district classification a landscaped strip shall be provided along the entire length of the common property boundary. Landscaping within the strip shall consist of groupings of shrubs which, at the time of installation, shall measure not less than two (2) feet in height and, upon maturity, shall attain a minimum height of six 6 three and one her) feet. The grouping of shrubs shall form an unbroken screen at e#•maturity? filling the length of the landscape strip. If a solid fence or wall of six 6 feet in height is used as art of the landscaped strip, it shall be placed interior to the required landscaping; the use of such fence' or wall shall reduce thereguired width of the landscaped strip by three (3) feet. In addition to the perimeter landscape standards set forth in subsection (c), parking lots and vehicular use areas with a total paved area in excess of four thousand (4,000) square feet shall be provided with interior landscaped areas (islands) for the purpose of defining circulation areas, affording safe access to and from parking spaces, beautification and shade. An area (or areas) equivalent to not less than six (6) per cent of the total paved area of the parking lot/vehicular use area, exclusive of the area of any required nerimeter landscaping, shall be provided within the interior of such use area for landscaping purposes. A minimum of one shade tree or two medium-sized accent trees tFee shall be planted in such areas for every two hundred (200) square feet of total interior landscape area required and a minimum of fifty (50) percent of the required , r4er landscape area shall be planted with shrubs, for which due regard shall be given to the selection and location of trees and shrubs in order to assure that cross-visibility,is afforded to the motorist consistent with good traffic engineering practice. The number of shrubs required far interior landscaping shall be determined-by the formula: Nilmhar of shrubs = (0.06 x square footage of_paved area) / 18 square feet. Plant materials used to satisfy the requirements of this section shall meet or exceed the following specifications: (1) Quality. Plant material shall conform to the standards for Florida No. 1 or better as given in "Grades and Standards for Nursery Plans," State of Florida, Department of Agriculture, Tallahassee, ep equal thereto. (2) Species selection. Seventy-five (75) per cent of the trees utilized to fulfill the requirements of this section shall be species native to central and northern Florida. Fifty (50) Ayentyfive -(26) per cent of the shrubs, ground covers and vines utilized to fulfill the requirements of this section shall be species native to central and northern Florida, All Balm trees ids utilized to fulfill the requirements of this section shall be species native to central and northern Florida. For each category of trees shrubs or alms a minimum of fifty 50 per cent shall be xerisca e species. (3) Shade trees. Shade trees are self-supporting, woody plants which normally grow to a minimum height of thirty-five (35) feet in the county and have trunks which can be maintained with over eight (8) feet of clear wood. Shade tree wee species shall have a minimum overall height of eight 8 -im(6) feet and a minimum tali er of one and one-half 1.5 inches measured-six-(6). inches above grade immediately after planting. Adjustment of the specifications contained in this paragraph may be authorized by the environmental management division upon a showing by the affected party that the adjustment is warranted by reasonof good cause. As used herein, good cause shall mean a reason which renders performance of the aforementioned specifications unreasonable or prohibitive (e-.g., native plant materials `e4ng Peadily a ilable) Any denial of an adjustment to these specifications by the environmental mana ement division shall not preclude such adjustment request from being considered by the development code adjustment board as a variance request. (f) Installation. (1) All landscaping shall be installed in accord with a plan approved by the environmental management_ division dir-eeter of enyiFaamental manaaemeRt and consistent with the requirements contained herein. No certificate of occupancyluse shall be issued for the property until the landscaping is installed, inspected and determined by the environmental management division direeter of enyirenfnenta! management to be in compliance with the approved plan.
