A IlESOLUTIO.N OF THE CITY COMMISSION OF THE
CITY OF CLEARWATER, FLORIDA, URGJNG THE
PINELLAS COUNTY DOARD OF COUNTY COMMISSIONERS
AND THE TOURIST DEVELOPMENT COUl'~CIL TO ADOPT
AN EQUITABLE FORMULA.. WHlLE MAINTAINING THE
INTEGRITY OF AND NEED FOR ADVERT1SINC MONEY,
FOR DlSTRI13UTlON OF TDC FUNDS FOR CONSTRUCTION
OF TOURIST RELATED CAPITAL IMPROVEMENTS,
.
WHEREAS, the Pinellas County Board.ot County Commissioners
and the Tourist Development Council (TDC) have determined that a portion
of the revenues of the TOC should be used for construction of facilities that
will promote tourism in Pinellas County: and
,WHEREAS, the City of Clearwater agrees with this use of TDC
funds and City residents have. in fact, benefitted from the expenditure of
such funds in connection with the construction of Ruth Eckerd Hall and
preparation of the feasibility study for a convention center. and
WHEREAS. in distributing these funds the Board of County
Commissioners has provided a precedent in that it required the City of
Clearwater to first put up its funds before TDC funds were distributed: and
WHEREAS, the City of St. Petersburg is attempting to arrange
financing for a stadium to be constructed at a downtown location and secks
a commitment of TDC funds to be made as a part of that financing: and
WHEREAS, the City of Clearwater encourages the use of TDC
revenues to assist the stadium financing effort provided that an equitable
apportionment of TDG funds available for tourist related capital improvements,
is first made. and
WHEREAS, the City of Clearwate>: notes that the following geographic
areas contribute the indicated portion of the TDC's revenues:
