WHEREAS, the City of Clearwater feels it is necessary to request r the Federal Aviation Administration to create a regulation imposing a requirement that general aviation aircraft be identified with twelve-inch a: designators placed under the wing; and WHEREAS, residents of many Cities, including Clearwater, Florida, have expressed concern about low-flying aircraft over their homes causing hazardous conditions and considerable noise; and WHEREAS, complaining parties are unable to properly identify the offending aircraft due to the present small identification designators on the sides of the fuselage and no identification on the underside of the wing; and WHEREAS, many aircraft are identified according to the 1977 Federal Aviation Administration ruling which allowed three-inch designators in place of twelve-inch ones; and WHEREAS, no local airport authority or operator can take appropriate action against violators without accurate aircraft identification; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF CLEARWATER, FLORIDA, IN SESSION DULY AND REGULARLY ASSEMBLED, AS FOLLOWS: 1. That the City Commission of the City of Clearwater, Florida, urgently requests that the Federal Avaiation Administration require identification designators of not less than twelve-inches on the underside of the wing and on both sides of the fuselage of general aviation aircraft so that persons on the ground can readily identify violators of general aviation and airport safety and noise abatement regulations. -1- :Reso. 0'81-2 1/8/81 r 2. That copies of this Resolution be forwarded to the National League of Cities, the Federal Aviation Administration, Senator Lawton . Chiles, Senator Paula Hawkins, Congressman C. W.
