A RESOLUTION AUTHORIZING THE CITY MANAGER TO
FILE'~N APPLICATION TO SECURE FUNDING FOR THE
PURPOSE OF DEVELOPING A NEIGHBORHOOD WATCH
PROGRAM IN CLEARWATER, FLORIDA.

WHEREAS, the City of Clearwater, Florida, herein called the
"
"Applicant", after thorough consideration of the problem and available data,
has hereby determined that the development of the project described below
is in the best interests of the general public:
This program involves the joint eUort of the Clearwater
Police Department and the retired community to enhance
security, heighten the conul1unity'a power of observation,
to encourage senior citizens to report crimes and suspicious
activity to the police. The incorporation of Renior volunteers
to organize their respecti....e neighborhoods to be involved
with sel! help programs through assiatance from the police
department. They will monitor the progrnm and serve as
liaison with the police community. The program is both
one of training the individual senior home owner and the
senior block captain in an effort to reduce the overall
crime victimization of the elderly. Specific areas of
concern include: residential burglary, larceny, vandalism,
fraud. and suspicious ao;:tivity. The program also includes
"operation identification!1 lor the purpose of properly marking
valuables for identification. This will assist in safeguarding
property both before a losa and in returning property to
:rightful owners when recovered. Distribution of crime
prevention information and publications will also be included;

WHEREAS, under the terms of Public Law 90-351, the United States
of America has authorized the Law Enforcement Allsiotance Administration,
through the Elorida State Bureau of Criminal Justice Planning and Assistance,
acting as an application clearing house, to process such applications~ ...nd
WHEREAS, the Applicant has examined and duly considered such Act.
and the Applicant considers it to be in the public interest ...nd t'o its benefit
to file an application WIder said Act and to authorize other action in connection
therewith;

1. That it is the finding and determination oC the City Commillsion
that development of the project genera.lly described above is in the best
interest of the Applicant and the general public.
z. That Anthony L. Shoemaker, City M&nager, be and heishcreby
authorized to file on bchaU of the Applicant an application in the form
prescribed by the State of Florida Bureau of Criminal Justice Planni~g and
Assistance in conformity with said Act, for a grant to be made to the Applicant
to &ssist in defraying the cost of the project generally described above.
3. That if such grant be made, the Applicant shall provide or make
necessary arr~ngements to provide such funds or in kind contributions in
addition to the grant as may be required by the Act to defray the cost oC the
project generally described above.
4. That said Anthony L. Shoemaker, City Manager, is hereby authorized
to furnish such information and to take such other action as may be necessary,
including executing a contract, to enable the Applicant to qualify for said
grant.
5. That the official designated in the preceding paragraph is hereby
designated as the authorized representative of the Applicant for the purpose
of furnishing to the State oC Florida Bureau of Criminal .Justice Planning
and Assiatance such information, data and documents pertaining to the
application for the grant as may be required and otherwise to act as the
authorized reprcllentative of the Applicant in connection with this Application
and any contract submitted for approval following grant authorization.
6. That certified copies of this Resolution be included as part of
the application for said grant to be submitted to the Florida State Bureau of
Criminal Justice Planning and Assistance and the Law Enforcement
As sistance Administration.
7. That if such grant be made, the Applicant or official designated
in Paragraph 4 above shall maintain such records necessary and furnish such
information, data and documents as required by the State of Florida Division
