RESOLUTION NO. 98- 04
A RESOLUTION OF THE CITY OF CLEARWATER,
FLORIDA, ADOPTING THE AMENDED
EVALUATION AND APPRAISAL REPORT
REGARDING THE CITY OF CLEARWATER
COMPREHENSIVE PLAN AS REQUIRED BY THE
FLORIDA STATUTES AND FLORIDA
ADMINISTRATIVE CODE; PROVIDING AN
EFFECTIVE DATE.
WHEREAS, Section 163.3191 Florida Statutes reflects the Intent of the state
legislature that local planning should be a continuous and on-going process, As part of this
process a local government should periodically assess the success or failure of its
comprehensive plan to adequately address changing conditions and to update the plan to
reflect changes in state policy on planning and growth management;
WHEREAS, based on this assessment. the comprehensive plan may require updating
and revision in order to ensure that their plan continues to provide sufficient guidance to the
local government ~egarding land development decisions;

WHEREAS, the City of Clearwater City Commission shall adopt the Evaluation and
Appraisal Report within ninety days from the date of receipt of the proposed Evaluation and
Appraisal Report by the Clearwater Local Planning Agency;
WHEREAS, the City of Clearwater has prepared and submitted a proposed Evaluation
and Appraisal Report to the Florida Department of Community Affairs for review prior to
adoption; The City of Clearwater has satisfactorily responded to and has included the
comments and concerns within the City's Evaluation and Appraisal Report made by the
Department of Community Affairs; and
Whereas, upon adoption of the Clearwater Evaluation and Appraisal Report, the
Department of Community Affairs shall conduct a Sufficiency Determination. The Evaluation
and Appraisal Report as required by Florida Statutes Section, 163.3191 and the associated
rules listed in Rule 9J-5 of the Florida Administrative Code; now, therefore.
BE IT RESOLVED BY THE CITY COMMISSION OF THE
CITY OF CLEARWATER, FLORIDA:
Section 1. The City Commission hereby adopts the attached evaluation and
appraisal report with the intention of meeting all requirements contained in the Florida Statutes
and Florida Administrative Code provisions.
