RESOLUTION N~. 92-19
A RESOLUTION OF THE CITY OF CLEARWATER. FLORIDAt URGING
THE UNITED STATES CONGRESS TO PASS HOUSE RESOLUTION 4066
TO REQUEST FROM CERTAIN COUNTRIES INFORMATION CONCERNING
AMERICAN SERVICEMEN MISSING IN SOUTHEAST ASIA DURING THE
VIETNAM CONFLICT AND TO REQUIRE THE HEADS OF FEDERAL
DEPARTMENTS AND AGENCIES TO DISCLOSE TO CONGRESS
INFORMATION CONCERNING SUCH SERVICEMEN AND CIVILIANS;
PROVIDING AN EFFECTIVE DATE.
WHEREAS, nearly 20 years after the armed forces of the United States ceased
direct i nvo 1 vement in the Vietnam Confl i ct more than 2,000 serv icemen and
civilians have not yet returned from honorably serving their country and have not
been accounted for; and
WHEREAS, many of those serv icemen and c i v il i ans a re from the State of
Florida and have family members living in the State of Florida who continue to
grieve for their loved ones; and
WHEREAS, information concerning those SE !_--~.. "no riv;1ians who may
still be alive, and information concerning the ~~~l~ of those
who perished during or after the Vietnam Confl ~ LtS ~~ n of the

governments of certain countries; and ~~:
WHE~EAS, disclosure of this information

many Floridians and other affected Americans but may also lead to the disclosure
of information concerning thousands of Americans who have not yet returned from

serving their country in World War II and the Korean Conflict; and
WHEREAS, securing the release of living Americans and the repatriation of
the remains of those who died in the service of our country would be the

fulfillment of an unwritten commitment to all Americans who have dedicated their
careers and their lives to protect our nation, and would be the only proper and
honorable course of action; and
WHEREAS, such disclosure would give all generations an appreciation of the
ultimate sacrifices that Americans have made in the name of democracy and would

teach these generations that Americans place a higher value on the freedom for
all than they place on their own lives; and
WHEREAS, all forms of assistance including economic aid, extension of
credit and credit guarantees, granting of most-favored nation status and
normalization of relations must be.withhe1d from any country that does not
disclose the requested information concerning the status of American servicemen
and civilians; and
WHEREAS, House Resolution 4066 of the United States Congress accomplishes
the goals stated herein; now, therefore,
BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF
CLEARWATER, FLORIDA:
Section 1. The City of Clearwater hereby supports House Resolution 4066
of the United States Congress and urges its prompt adoption.
Section 2. This resolution shall take effect immediately upon adoption.
