I ' ~ RESOLUTION NO. 92.16 A RESOLUTION OF THE CITY OF CLEARWATER, FLORIDA, SUPPORTING THE SURFACE WATER IMPROVEMENT AND MANAGEMENT ("SWIM") PROGRAM; PROVIDING AN EFFECTIVE DATE. WHEREAS, the Surface Water Improvement and Management Act of 1987 (the "SWIM" Act), which was enacted for the purpose of protecting, preserving and r~storing the surface water resources of the State of Florida, directs the water management districts of the State to develop and implement management plans for the restoration or preservation of surface water bodies of state and regional significance; and WHEREAS, the Southwest Florida Water Management District (SWFWMD) is implementing surface water improvement and management plans for the Tampa Bay, Rainbow River, Banana ~ake, Crystal River, Lake Panasoffkee, Charlotte Harbor, Lake Tarpon, Lake Thonotosassa, and the Winter Haven Chain of lakes; and WHEREAS, the State of Florida, SWFWMD, and the City of Clearwater have made a substantial financial commitment to restore and preserve the surface water resources of southwest Florida through the implementation of the surface water improvement and management plans; and WHEREAS, the successful implementation of the plans will require a continuing statewide commitment; now, therefore, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF CLEARWATER. FLORIDA: Section 1. The City Commission hereby declares its support of the goals and objectives of the SWIM Act, and requests the Florida Legislature to appropriate sufficient funds to the Surface Water Improvement and Management Trust Fund in order to implement the Surface Water Improvement and Management Plans during the 1992.93 fiscal year. Section 2. This resolution shall take effect immediately upon adoption. PASSED AND ADOPTED this 6th day of February, 1992.
