D ? 0 RESOLUTION No, 79 - 75 A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF CLEARWATER, FLORIDA, EXPRESSING ITS OPPOSITION TO THE ADOPTION BY CONGRESS OF ANY LAW WHICH WOULD MAKE IT MANDATORY '- FOR LOCAL EMPLOYEES TO BE COVERED BY SOCIAL SECURITY. WHEREAS, the City Commission has been advised that the 96th :.t Crongrese will very early in its session be considering a bill to place local government employees under mandatory Social Security coverage; and t:-.. WHEREAS, passage of such a bill can only result in increased costs and taxes both for local employers and employees; and WHEREAS, such bill raises questions relating to a potential violation 1 bY, i of the doctrine of intergovernmentil tax immunity; and e: ??kR WHEREAS, the City Commission on behalf of the City of Clearwater, wishes to go on record as being in opposition to any such bill; NOW, THEREFORE, BE IT RESOLVED BY THE CITY v COMMISSION OF THE CITY OF CLEAR WATER, FLORIDA, ` IN SESSION DULY AND REGULARLY ASSEMBLED, AS FOLLOWS: 1. That the City Commission of the City of Clearwater wishes to express its opposition to the passage of any bill by Congress of the United States requiring mandatory participation by all local government employees in the Social. Security system. 2. That certified copies of this resolution be forwarded to Senator Lawton Chiles, Senator Richard Stone, Representative C. W. Bill Young, and Representative Richard Kelly. 3.
