A RESOLUTION OF THE CITY COMMISSION OF THE
CITY OF CLE.ARWATER, FLORIDA, AUTHORIZING THE
CITY MANAGER TO FILE A GRANT APPLICATION
AND EXECUTE A CONTRACT WITH L. E.A.A. TO HIRE
A SYSTEMS ANALYST PROGRAMMER TO IMPLEMENT
THE C. A. D. SYSTEM.
WHEREAS, the Clearwater Police Department has applied for and
received a Federal grant to purchase equipment necessary for implementation
of a computer aided dispatch system; and
WHEREAS, the Department presently lacks the technical expertise
and manpower needed to adapt the programs required to meet the objectives
of such a dispatch system; and
WHEREAS, the public interest would be served if the City Manager
were authorized to file a grant application with L. E. A. A. and execute a
contract to obtain a grant for the purpose of hiring a systems analyst
programmer to work for one year in order that the computer aided dispatch
system may be quickly implemented;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY
COMMISSION OF THE CITY OF CLEARWATER, FLORIDA,
IN SESSION DULY AND REGULARLY ASSEMBLED, AS
FOLLOWS:
1. That it is the finding and determination of the City Commission

that filing the grant application and conducting the above described project,
namely, hiring a systems analyst programmer for one year to assist in
implementing the Computer Aided Dispatch System (C. A. D.) is in the best
interest of the City of Clearwater and the general public.
z. That Anthony L. Shoemaker. City Manager, be and he is hereby
authorized to file on behalf of the City of Clearwater an application in the
form prescribed by the State of Florida Bureau of Criminal Justice Planning
and Assistance to obtain grant funds with which to hire the systems analyst
programmer described herein.

3, That Anthony L. Shoemaker, City Manager, is hereby authorized
to furnish such information and to take such other action as may be necessary,
including executing a contract, to enable the City of Clearwater to qualify
and receive such grant.
4. That the official designated in the preceding paragraph is hereby
designated as the authorized representative of the City of Clearwater for
the purpose of furnishing such information, data and documents pertaining
to the application for the grant as may be required of the City in connection
with the grant application and any contract submitted for approval following
grant authorization.
5. That certified copies of this Resolution be included as part of
the grant application.
b. That this Resolution shall take effect immediately upon its
adoption.
