A RESOLUTION OF THE CITY COMMISSION OF THE CITY
''• OF CLEARWATER, FLORIDA, SUPPORTING IN PRINCIPLE
.` THE TRI-COUNTY AREA REPORT PREPARED BY THE
TAMPA BAY REGIONAL PLANNING COUNCIL AND
REQUESTING RE-EXAMINATION OF THE REPORT AS IT
RELATES TO THE THRESHOLD OF DRI REVIEW AND
EXTENSIONS FOR COMPLIANCE WITH THE LOCAL
GOVERNMENT COMPLIANCE PLANNING ACT.

WHEREAS, the Tampa Bay Regional Planning Council has prepared .
the Tri-County Area Report which includes Northeast Hillsborough, Southwest
:,. Pasco and North Pinellas Counties; and
WHEREAS, the City Commission of the City of Clearwater supports
in principle the majority of the findings of the Report; and
WHEREAS, the City Commission has concerns with respect to, two
elements contained in the Report, namely,
(1) the recommendation that the threshold for Developments of
Regional Impact Review be lowered to 250 units for residential
projects and 'appropriately' reduced for all other projects; and
(2) the recommendation that the State Division of Planning deny
extensions for compliance with the Local Government
Comprehensive Planning Act; and
WHEREAS, the Tri-County Area Report does not contain analysis
which supports the recommendation to lower the Development of Regional
impact threshold; and
WHEREAS, lowering the DRI threshold review would adversely affect
the economy of the City of Clearwater; and
WHEREAS, the recommendation to deny requests for local plan
extension is inconsistent with the provisions of the Local Government
Comprehensive Planning Act and counterproductive to a sound local and
inter-municipal planning process;

NOW, THEREFORE, BE IT RESOLVED BY THE CITY
COMMISSION OF THE CITY OF CLEARWATER, FLORIDA,
IN SESSION DULY AND REGULARLY ASSEMBLED, AS
FOLLOWS:
1. That the City Commission, subject to the qualifications net out
below, hereby wishes to indicate its support for and acceptance of the Tri-
County Area Report prepared by the Tampa Bay Regional Planning Council,
2; That the City Commission wishes to express its concern for that
portion of the Report that seeks to lower the threshold for DRI review
and that portion that seeks to deny.extensions for compliance with the Local
Government Comprehensive Planning Act and requests that the Report as it
relates to the two subject matter areas identified herein be re-examined both
as to analysis and recommendation reached, before acceptance by the Tampa
Bay Regional Planning Council.
3. That a certified copy of this Resolution be forwarded to the Tampa
Bay Regional Planning Council.
4. That this Resolution shall take effect inunediately upon its
passage.
