A RESOLUTION OF THE CITY COMMISSION OF THE
CITY OF CLEARWATER, FLORIDA, OPPOSING THE
PROPOSED COUNTY- WIDE EMERGENCY MEDICAL
SERVICES PROPOSAL BY PINELLAS COUNTY.
WHEREAS, it has come to the attention of the City Commission of
the City of Clearwater that the County Commission for Pinellas County,
Florida, is again proposing that the Legislative Delegation introduce a bill
in the 1979 Legislature which would provide for county-wide emergency
medical services, said services to be funded by ad valorem taxes not to
exceed five mills within Pinellas County; and
WHEREAS, the City of Clearwater and several other Pinellas County
communities at this time and in the past have provided excellent emergency
medical services within the framework of their individual City budgets; and
WHEREAS, the City of Clearwater has no desire to participate in
a county-wide emergency medical services structure as proposed and is of
the opinion that such a p_oposal would lessen and diminish the qualify of
service provided within the City of Clearwater; and
WHEREAS, the City Commission desires that the act creating a
special taxing district be limited to those areas and cities not now providing
E. M. S. and that any increase in ad valorem taxes by reason of the creation of
such special taxing district apply only to those areas not now covered; and
WHEREAS, the City Commission wishes to indicate that it is not
opposed to the concept of a county-wide emergency medical services structure,
but that it believes that such a system should be structured so that the tax
to cover the service comes only from the individual units making up the
structure and that such tax be isued only in such structural units;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY
COMMISSION OF THE CITY OF CLEARWATER, FLORIDA,
IN SESSION DULY AND REGULARLY ASSEMBLED, AS
FOLLOWS:

1. That the City Commission of the City of Clearwater does herewith
express its firm opposition to the proposed bill submitted by Pinellas County,
Florida, requesting that the Legislative Delegation enact the necessary
legislation to provide the Hoard of County Commissioners with authority to
establish a special taxing district to provide emergency medical services,
and further recommends that in the event legislation is enacted to provide
for emergency medical services, such services be limited to those areas
and Cities not now providing E.M. S. and that any increase in ad valorem taxes
apply only to those areas.
2. That the City Commission wishes to further indicate that it is not
completely opposed to the concept of a county-wide emergency medical services
system; that its opposition expressed herein is limited to the amount of tax
proposed in the present bill and to the fact that it is structured in such a way
that Cities already providing the service could be taxed to provide the service
in areas not now engaged in such a program.
3. That a certified copy of this Resolution be forwarded to the Pinellas
County Legislative Delegation and to all municipalities within Pinellas
County.
4. That this Resolution shall become effective immediately upon
its adoption.
