A RESOLUTION OF THE CITY COMMISSION OF THE CITY
OF CLEARWATER, FLORIDA, OBJECTING TO THE POLICY

OF THE FEDERAL GOVERNMENT IN ESTABLISHING
GUIDELINES WHICH DISCOURAGE THE COMMITMENT OF
LOCAL FUNDS PRIOR TO SECURING FEDERAL GRANT .
MONIES,
WHEREAS, the City of Clearwater, Florida, does not presently
have pending with the Federal Government any application for program
grant funds; and
WHEREAS, the City Commission of the City of Clearwater has
learned that the Federal Government, and in particular the Department of
Health, Education and Welfare, is following a policy leading to the denial
of grant funds to any municipality that has utilized local funds to start a
program prior to applying for Federal grant funds; and
WHEREAS, such a policy has been applied by HEW in programs
providing aid to the elderly; and
WHEREAS, it is the belief of the City Commission that such a
policy paralyzes rather than aids local efforts to address problem areas
and should therefore be re-evaluated;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY
COMMISSION OF THE CITY OF CLEARWATER, FLORIDA,
IN SESSION DULY AND REGULARLY ASSEMBLED, AS
FOLLOWS:
1. That the City Commission of the City of Clearwater, Florida,
hereby wishes to go on record as objecting to the policy and practice of
the Federal Government and in particular the Department of Health, Education
and Welfare in establishing guidelines which discourage the use of Federal
grant funds in those programs where the local government has invested local
funds to commence the programs prior to applying or receiving Federal
grant funds. It is the belief of the City Commission that such a policy and
practice paralyzes any municipality attempting to address a problem area
and is not solution oriented.

2, That the City Commission hereby requests the Federal
Government and in particular the Department of Health, Education and
welfare to completely re-examine the above policy and practice.
3. That copies of this resolution be forwarded to TSRPC; to
Senator Lawton Chiles and Senator Richard Stone; to Representative
Richard Kelly and Representative C. W. (Sill) Young and to the Secretary

4. That this resolution shall take effect immediately upon its
adoption.
