No. 78 - 77 Tr: rs A RESOLUTION OF THE CITY OF CLEARWATER URGING {3` THAT THE FUNCTION OF THE METROPOLITAN PLANNING ORGANIZATION BE ACKNOWLEDGED, URGING THAT THE FLORIDA DEPARTMENT OF TRANSPORTATION ESTABLISH GUIDELINES TO CLARIFY THE RELATIONSHIP BETWEEN r'y THE DISTRICT ENGINEER AND THE METROPOLITAN PLANNING ORGANIZATION, URGING THAT THE BAY PINES >::v INTERCHANGE AND STATE ROAD 580 PROJECTS BE RE- ,: '. INSTATED IN THE CURRENT TRANSPORTATION IMPROVE- MENT PROGRAM AND PROVIDING FOR COPIES OF THIS RESOLUTION BE SENT TO INTERESTED PERSONS , WHEREAS, the Metropolitan Planning Organization (MPO) for r Pinellas County as established by Federal regulations is the policy making y>? body for the establishment of priorities for road improvements in Pinellas :1 ?+t Ufa County; and tfi WHEREAS the MPO has established a priority list for road improvements through its various committee which was formally adopted by ti;{ the MPO on October 26, 1977, such list reflecting the consensus of the • governmental bodies and agencies in Pinellas County as to the most desirable " road improvement projects to meet the needs of the communities served by these roads; and WHEREAS, Pinellas County and the municipalities in Pinellas County have experienced great difficulty in receiving a share of the funds avilable fix? for road projects and road improvements; and ' WHEREAS, the Florida Department of Transportation, District 1, District Engineer established a Transportation Improvement Program (TIP) at variance with the TIP proposed by the MPO and at the MPO meeting of June 7, 1978, advised that failure of the MPO to adopt the District Engineer's TIP would result in the withholding of funds for road improvements in Pinellas County; and WHEREAS, such list proposed by the District Engineer emphasizes resurfacing of existing roadways rather than traffic improvement programs that would increase the capacity of the roads in Pinellas County, in violation ,, -I- so 8'-77 , 746478 yy F??4 .•i ?,??{.?'8:ai a ?3?l.. ? ..Fi•?`t .?,. ? .. ... m '-d.l. rt't. :.,??.?ir: ?? }'^'.? ?? _ f `set !?.? •.sS?n .. ?.ii' ? ''r . •y r t i of adopted MPO policy that states that first priority will be given to capacity- improving projects; and WHEREAS, the conflict between the MPO and the District Engineer appears in part to be due to a lack of definition of roles and responsibilities; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF CLEARWATER, FLORIDA, IN SESSION DULY AND REGULARLY ASSEMBLED, AS FOLLOWS; 1. The City of Clearwater expresses its firm conviction that the proper role and function of the Metropolitan Planning Organization in establishing a transportation improvement program for Pinellas County should be in complete conformance with the Federal regulations establishing such organization. The proper role of the MPO in identifying priority projects for the trans- portation improvement program that best serve community needs in the area served by the MPO should be preserved and protected from undue influence from the District Engineer of the Florida Department of Transportation and that the Florida Department of Transportation is appropriately the implementing body for such priorities established by the MPO and should not be involved in attempting to preempt the proper role of the MPO. 2. That the City of Clearwater urges the Secretary of the Florida Department of Transportation, Tom Webb, to immediately issue a set of guidelines and directives expressing the relationships outlined in above section 1 of this resolution, and that such guidelines shall include methods of recourse to be followed if any party in the transportation planning process acts outside those guidelines. 3. The City Clerk is directed to forward copies of.the within resolution to the municipalities within Pinellas County, the Board of County Commissioners, the Florida Department of Transportation, the Governor of the State of Florida, the members of the Cabinet of the State of Florida, and the members of the Pinellas County Legislative Delegation. 5. This resolution shall become effective immediately upon its adoption. PASSED AND ADOPTED this 6th day of July, A. D. 1978.
