A RESOLUTION OF THE CITY COMMISSION AMENDING
RESOLUTION NO. 77-44, AS AMENDED, TO PROVIDE
A SPEAKING TIME LIMIT; AND TO PROVIDE AN
EFFECTIVE DATE.
WHEREAS, the City Commission of the City of Clearwater on
May 5, 1977, adopted Resolution No. 77-44 containing a set of rules to guide
the conduct of its business; and
WHEREAS, the City Commission on December 1, 1977, adopted
Resolution No. 77-129 amending Rule 10 as contained in Resolution No.
7744; and
WHEREAS, the City Commission desires to further amend its
rules;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY
COMMISSION OF THE CITY OF CLEARWATER, FLORIDA,
IN SESSION DULY AND REGULARLY ASSEMBLED, AS
FOLLOWS:
1. That Rule I as contained in Resolution No. 77-44 be and the
same is hereby amended to read as follows:
RULE 1
A quorum for the transaction of business by the City
Commission shall consist of three (3) Commissioners.
Presiding officer of the City Commission shall be the
Mayor-Commissioner. In case of his absence, the Vice
Mayor shall assume those responsibilities, and if both are
absent, the senior Commissioner in years of service shall
preside, The Presiding Officer shall preserve order. He
may call to order any member of the Commission who shall
violate any of the rules; and, when in the chair, he shall
decide all questions of order, subject to a majority vote on
a motion to appeal. -The chair shall recognize all Commissioners
who seek the floor under correct procedure. Normally, members
of the public shall be allowed to speakr, but they shall be limited
to three 13) minutes sneaking time per issue. All questions shall
be stated and put by him, and he shall declare all votes.
2. That Rule 16 as set forth in Resolution No. 77-44 be and the same
is hereby amended to read as follows:
RULE 16
1
Individuals speaking on non-agenda items shall be limited to
not lese than three but not more than five minutes.

3, All other rules and provisions as contained in Resolution No.'

77-44, as amended, not herein expressly amended, shall remain in full
force.and effect.
4. All resolutions or parts thereof of the City in conflict with the
provisions herein contained are, to the extent of such conflict, hereby
superseded and repealed.
5. This resolution shall take effect immediately upon its adoption.
