RESOLUTION

A RESOLUTION OF THE CITY COMMISSIO14 OF THE CITY
OF CLEAR WATER, FLORIDA, OPPOSING HOUSE BILL
359 PRESENTLY PENDING BEFORE THE FLORIDA
LEGISLATURE,
WHEREAS, House Bill 359 has been introduced and by its terins
seeks to amend Section 403.086, Florida Statutes, to eliminate deep well
;M injection in the Counties named in the bill unless the wastes to be injected
have received treatment greater than secondary waste water treatment; and
WHEREAS, the bill by its terms imposes the requirement only on
certain of the Counties, one of which is Pinellas; and
,r WHEREAS, imposition of the requirement on specifically designated
'•A
Counties will impose a differing financial burden on such Counties without
a demonstrated need to achieve such a change; and
WHEREAS, imposition of the requirement could have the effect of
jeopardizing grant funds received by each of the Counties from the Environ-
mental Protection Agency in that the bill imposes a requirement which the
Environmental Protection Agency may not agree to recognize or fund; and
WHEREAS, the imposition of the requirement contained in the bill
could lead to the Environmental. Protection Agency removing partial funding;
and
WHEREAS, by reason of these factors the City Commission wishes
to oppose House Bill 359;
NOW, THEREFORE, BE IT RESOLVED: BY THE CITY
COMMISSION OF THE CITY OF CLEARWATER, FLORIDA,
IN SESSION DULY AND REGULARLY ASSEMBLED, AS
FOLLOWS:
1. That the City Commission of the City of Clearwater, Florida,
for the reasons stated above hereby wishes to convey its opposition to
House Bill 359 as presently worded.

2. That certified copies of this Resolution be forwarded to each
of,the Senators of the Pinellas County Legislative Delegation and to the
appropriate committees of the Senate.
3. That this Resolution shall be effective immediately upon its
adoption.
