A RESOLUTION AUTHORIZING THE CITY OF CLEARWATER,
FLORIDA, THROUGH ITS PERSONNEL DEPARTMENT, TO
SUBMIT AN APPLICATION TO THE STATE OF FLORIDA FOR
";. AN INTERGOVERNMENTAL PERSONNEL ACT GRANT FOR
IMPLEMENTATION OF A TAMPA BAY INTERGOVERNMENTAL
#' = TEST VALIDATION PROJECT.
WHEREAS, the City of Clearwater Personnel Department has developed
a plan for an intergovernmental test validation project; and
WHEREAS, certain of the tests used by the City of Clearwater have
been validated in accordance with the City's Personnel Ordinance and Federal
guidelines and as a result of Clearwater's 1976/77 IPA Test Validation
Project; and
WHEREAS, as a result of this project, it was determined that the most
successful approach would be to develop an intergovernmental project; and
WHEREAS, such an intergovernmental project would allow participants
to share work efforts and results, thus avoiding expensive duplication, and
would allow the sharing of costs of employing technical experts needed to
develop and validate employee selection tests;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY
COMMISSION OF THE CITY OF CLEARWATER, FLORIDA,
IN SESSION DULY AND REGULARLY ASSEMBLED, AS
FOLLOWS:
1. That the City Commission hereby authorizes the Department of
Personnel of the City of Clearwater, Florida, to file an application with the
State of Florida Department of Administration for an Intergovernmental
Personnel Act grant.
2. That Anthony L. Shoemaker, City Manager, of the City of Clearwater,
is hereby authorized to function as the official representative of the City for
this grant and he is authorized to provide proper assurances and understanding
such as will permit the completion of the project.

3. That a certified.copy of this Resolution shall accompany such
application and shall be forwarded to the State of Florida Department of
Personnel.
