RESOLUTION
No. 78 - 39
A RESOLUTION OF THE CITY OF CLEARWATER, FLORIDA,
SUPPORTING THE PURPOSE AND INTENT OF THE LOCAL
GOVERNMENT COMPREHENSIVE PLANNING ACT OF 1975.
WHEEL EAS, the City of Clearwater supports the purpose -and intent of
the Local Government Comprehensive Planning Act of 1975; and
WHEREAS, the urgent need is recognized for local government to prepare
and Implement comprehensive plans of the type and in the manner set out in
the Local Gov arnment Comprehensive Planning Act of 1975; and
WHEREAS, local units of government are unable to allocate sufficient
funds to meet the costs of the plan preparation and initial implementation; and
WHEREAS, the 1977 Florida Legislature recognized the need for meeting
the objectives of the Local Government Comprehensive Planning Act by
appropriating an initial $750, 000 for local grants to assist the cities and
counties of Florida fund preparation of their plans; and
WHEREAS, the Florida Chapter of the American Institute of Planners
acknowledged the Legislature's appropriation of $750, 000 as being appreciated;
and
WHEREAS, the Department of Community Affairs, pursuant to the 1977
appropriation, established an effective system which allocated these limited
funds among local governments most in need of State financial assistance;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY
COMMISSION OF THE CITY OF CLEARWATER, FLORIDA,
IN SESSION DULY AND REGULARLY ASSEMBLED, AS
FOLLOWS:
1. That the Florida Legislature recognize the pressing need for
increased funding to local governments to meet the objectives of the Local
Govarnment Comprehensive Planning Act by supporting a minimum funding
of $1, 700, 000 for fiscal year 1978-79.

t. Tklat State Agencies be directed to secure, coordinate and
distribute funds from other aourcee which can be used by local governments
to devalop plane for achieving the objectives of the Local„Government
Comprehensive Planning Act.
