A RESOLUTION OF THE CITY COMMISSION OF THE
CITY OF CLEARWATER SUPPORTING SENATE BILL
231, PREFILED FOR THE 1978 LEGISLATIVE SESSION,
REQUIRING THE STATE LEGISLATURE TO INCLUDE
A FUNDING MECHANISM WITH ANY LEGISLATION WHICH
DIRECTS MUNICIPALITIES TO ADMINISTER ANY PROGRAM
WHICH PLACES AN ADDITIONAL BURDEN ON THE CITY
BUDGET.
WHEREAS, each year the State Legislature mandates programs that
require local governments to either participate in new governmental programs
or increase participation in already existing programs; and
WHEREAS, during recent legislative sessions approximately thirty
programs have been mandated requiring the City to expend approximately
$115, 000 per year; and
WHEREAS, the Legislature should consider funding mechanisms for
all such programs; and
WHEREAS, the City of Clearwater, through Resolution No. 77-112,
adopted November 3, 1977, previously supported such legislation; and
WHEREAS, the City Commission of the City of Clearwater wishes
to convey Its support for Senate Bill 231;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY
COMMISSION OF THE CITY OF CLEARWATER, FLORIDA,
IN SESSION DULY AND REGULARLY ASSEMBLED, AS
FOLLOWS:
1. That the City Commission of the City of Clearwater strongly supports
the objectives contained in Senate Bill 231 and any similar bills and urges
prompt and favorable action by members of the Florida Legislature.
2, That certified copies of this Resolution be forwarded to Senator
Glisson, the Pinellas County Legislative Delegation, the Florida League of
Cities and the Board of County Commissioners.
