A RESOLUTION OF THE CITY COMMISSION OF THE CITY
sf, OF CLEARWATER SUPPORTING A REVISION TO THE
r; GENERAL LAWS OF THE STATE OF FLORIDA RELATING
TO ANNEXATION,
?r WHEREAS, the general law relating to annexation is set forth in
Chapter 171 of the Florida Statutes; and
` WHEREAS, all municipalities are controlled by the statutory scheme
°i set forth in this Chapter; and
WHEREAS, Article VIII, Section 2, of the Florida Constitution,.
as implemented by Chapter 166 of the Florida Statutes, gives municipalities
full home rule powers; and

x WHEREAS, the annexation procedure set out in Chapter 171, Florida
Statutes, should contain a procedure such as will permit municipalities to
grow in an orderly manner and correct enclave problems existing within

' their boundaries; and
t WHEREAS, the City Commission of the City of Clearwater wishes to
support the attached draft bill and recommend that current general legislation
be amended to provide this procedure or a similar procedure; and
WHEREAS, adoption of the procedure set out in the draft bill will
r further the purposes presently contained in Section 171.021, Florida Statutes;
' NOW, THEREFORE, BE IT RESOLVED BY THE CITY
COMMISSION OF THE CITY OF CLEARWATER, FLORIDA,
IN SESSION DULY AND REGULARLY ASSEMBLED, AS
FOLLOWS:
1. That the City Commission of the City of Clearwater wishes to
express its support of the attached draft bill containing additions and amendments
to the annexation procedure set out in Chapter 171, Florida Statutes, and
recommends the procedure set out in the draft bill as a procedure that will
be in accord with full home rule powers and the purposes spelled out by the
Legislature in present Section 171. 021, Florida Statutes.
