RESOLUTION No, 77 - 99 Amok& Q'I 1) A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF CLEARWATER, FLORIDA, SETTING FEES FOR'THE USE OF RECREATIONAL FACILITIES OF THE CITY OF CLEARWATER BY NONRESIDENTS OF THE CITY. WHEREAS, the City of Clearwater provides recreational facilities for the residents of the corporate limits of the City of Clearwater; and WHEREAS, it is desired that those who use the recreational facilities ' and are non-taxpayers of the City of Clearwater shall pay a reasonable sum, where practical, for the use of said recreational facilities; and 3 WHEREAS, it has been determined that these rates shall take effect on January 1, 1978, and shall be enforced by Recreation Division personnel; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF CLEARWATER, FLORIDA, IN SESSION DULY AND REGULARLY ASSEMBLED, AS FOLLOWS: 1. That effective January 1, 1978, the fee for non-taxpayers who wish to use the Clearwater recreational facilities during the calendar year 1978 shall be Twenty Dollars ($20. 00) for any portion of this year, payable in advance. A Non-Resident Recreational Facilities Card, so issued, may be used only by the individual to whom it is issued. 2. The criteria which establish the class of City taxpayers for the purpose of this resolution are, (a) Permanent residency within the incorporated boundaries of the City of Clearwater; or (b) Ownership of real property within the incorporated boundaries of the City of Clearwater, as evidenced by the official tax rolls maintained by Pinellas County; or (c) Tourists and guests residing at properties within the incorporated boundaries of the City of Clearwater. In programs where leadership is provided by volunteers, or where admissions or rentals are charged, or where enforcement is impractical (such as playgrounds and unsupervised parks, unless otherwise specified), the non-resident fee is not required. 4. That a certified copy of this resolution shall be furnished to the Parks & Recreation Hoard and to the Parks & Recreation Director of the City of Clearwater, Florida.
